The Commissioning, Operation & Maintenance Lead is responsible for overseeing all activities related to pre-commissioning, commissioning, start-up, test run, training, operation and handover of the plant to the Client.
The role ensures full compliance with contractual requirements, HSE standards, quality objectives, budget, and project schedule
Review contractual and technical documentation related to commissioning and operations
Ensure pre-commissioning, commissioning, start-up, test run, training and operational requirements are fully integrated into engineering documents
Define, prepare and continuously update execution plans for:
Pre-commissioning
Commissioning
Start-up
Test run
Training and operation
Supervise preparation and execution of commissioning and operational procedures and manuals
Review and manage test run and performance test procedures and results
Coordinate licensors and vendors’ schedules and activities related to commissioning and start-up
Support construction completion and system/subsystem handover activities
Prepare and manage the integrated commissioning and operation schedule, including logistics and temporary facilities
Commissioning, start-up and operation engineering
Maintenance execution for process, rotating, static, electrical and instrumentation equipment
Preventive and predictive maintenance (PdM, CBM, vibration analysis, oil analysis, thermography)
Maintenance engineering, reliability and asset management
Process control stability and plant operational reliability
Turnaround and shutdown management
Corrosion control, materials selection and protection systems
Flow assurance and process facilities operations (onshore/offshore)
Strong ability to read and interpret P&IDs, layouts, isometrics and technical documentation
Familiarity with CMMS systems, spare parts strategy and maintenance planning
Strong knowledge of HSE work practices and Permit to Work systems
Experience in commissioning and operational safety management
Compliance with international HSE, maritime and industrial regulations
Personnel and team management
Resource planning and workload management
Coordination of multidisciplinary teams and vendors
Training planning and delivery
Post-order materials and logistics management
Proven experience in commissioning, operation and maintenance leadership roles
Strong background in industrial plants, oil & gas or energy projects
Ability to operate in complex, fast-paced project environments
Strong communication, coordination and decision-making skills
Monitor project milestones and ensure compliance with commissioning and operational requirements
Support the HSE Manager in preparing and implementing HSE plans for commissioning and operation phases
Participate in HAZOP reviews, safety reviews and readiness assessments
Ensure proper preparation and review of Purchase Requisitions (RdA) and Technical Evaluations within own scope
Verify 3D Model compliance with commissioning and operational requirements
Define and manage systems and handover priorities
Review commissioning spare parts, consumables and operational materials
Monitor KPIs during commissioning and operation phases
Ensure compliance with national and international regulations (Classification Societies, IMO, SOLAS, ISPS, MARPOL, etc.) during operation
