*This role is aligned to the Diamond Infrastructure Solutions (“Diamond Infra”) company and will be seconded from Dow to Diamond Infrastructure Solutions until January 1, 2027.  At that time, the role will become directly aligned to the Diamond Infrastructure Solutions Company. *​

About you and this role

Diamond Infrastructure Solutions has an exciting and challenging opportunity available for a Commissioning and Start-up Leader located in Seadrift (TX).

This role will serve as the Commissioning and Start-up Leader for the Seadrift Electrical Distribution Reconfiguration project (SDO EDR), which is a large capital project to replace the existing main electrical substation with a new 138kV GIS and AIS substation over the next 4 years. This role will be responsible for leadership and coordination of commissioning and start-up activities, implementation training for new technology (Gas Insulated Switchgear), support for construction/engineering, representative of the equipment owner, approve the initial energization of all major switchgear, and lead the preparation for demolition activities at the completion of the Capital project. This position will report administratively to the Production Director and functionally to the Project Director and will be key part of the SDO EDR Project Team.

Responsibilities

The work scope includes but is not limited to:

  • Align with project steering and construction safety steering teams’ objectives.
  • Incorporate safe working practices. Holds high standards for EH&S in all CSU activities. Ensures adequate planning, resourcing, procedure use culture, and flawless implementation of Electrical Safe Work standards.
  • Define and prepare existing substation for demolition activities.
  • Drive the development of a detailed CSU plan/schedule.
  • Coordinate commissioning activities with Operations, site infrastructure, site integration, and TES groups. Proactively collaborates and communicates with Operations to ensure full integration with Operations outage calendar.
  • Define & manage risks of all CSU and electrical cutover activities.
  • Manage the development of clear/concise commissioning procedures, Operating procedures, maintenance procedures.
  • Ensure support for the installation of electrical equipment.
  • Ensure equipment test records including Factory Acceptance Testing (FAT) and Site Acceptance Test (SAT) are maintained and archived.
  • Ensure as-built relay settings are maintained and archived in alignment with site databases.
  • Work with Maintenance and Reliability Engineers to ensure all maintenance FLOCs and PPMs are implemented, and equipment protective plans (EPPs) are followed prior to in service.
  • Follow design, fabrication, and attend FAT for critical electrical equipment orders.
  • Management of change to as-built drawings during CSU and archive.
  • Adhere to project Quality, Cost and Schedule needs.
  • Ensure availability of tool, material, and equipment requirements for startup.
  • Lead the CSU team and direct their activities. Continue development of CSU Organization, RACI, and support onboarding new team members.
  • Develop Pre-startup Plan for Management and Control.
  • Focal point to define the boundaries for Construction and Operations/Maintenance Interactions.
  • Develop and manage System Turnover Plans.
  • Develop turnover and commissioning tracking system and database.
  • Manage budget for Startup/Preliminary Operating Expense.
  • Construct Pre-startup Planning/Binder.
  • Develop Commissioning Plan and Commissioning Binder.
  • Lead PSSRs.
  • Manage Training development/Schedule/Delivery.

Required Qualifications

  • A minimum of a Bachelors Degree in electrical engineering or relevant military experience at or above a U.S. E5 ranking or Canadian Petty Officer 2nd Class (PO2/Sgt) Military ranking
  • A minimum of 5 years of relevant experience, including Large Scale construction projects
  • Experienced with operation of High Voltage Electrical Switchgear including protective relaying and Electrical IOES LOTO
  • High proficiency in comprehension of SEOLDs, schematics (AC/DC), 3-lines, protective relaying philosophy, and relaying schemes
  • A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process

Preferred Qualifications

  • 10 or more years overall manufacturing experience preferred
  • Experience working with HV Electrical EPC contractors is preferred
  • Strong Electrical background with experience in Projects, Operations, Maintenance & Reliability, Tech Center, and turnarounds
