Commercial Manager

The Commercial Manager is responsible for leading the development, coordination, and delivery of all competitive and proactive commercial proposals and responses. This role ensures that RFP, RFQ, and RFI responses, and Proactive Proposals are commercially sound, compliant, and aligned with organizational strategy – both commercial and operational. The Commercial Manager collaborates closely with Operations, Engineering, Finance, Legal, and Sales to develop pricing, assess risk, and produce compelling proposals that position the company for successful contract awards. The role requires strong commercial acumen, attention to detail, and the ability to manage multiple deadlines in a fast-paced environment.

Key Responsibilities

  • Lead the full lifecycle of commercial proposals, and RFP, etc. responses, ensuring compliance with customer requirements and internal governance.
  • Develop and refine commercial strategies, pricing structures, and value propositions in collaboration with Finance and Operations.
  • Facilitate proposal kickoff meetings, define deliverables, and maintain proposal schedules, action logs, and communication plans.
  • Coordinate cross-functional inputs including technical content, commercial terms, risk assessments, and contractual requirements.
  • Draft, edit, and format proposal content, including executive summaries, commercial narratives, and differentiators.
  • Conduct commercial risk reviews and support mitigation planning for all proposals.
  • Ensure alignment between pricing assumptions, scope of work, and contractual terms.
  • Maintain version control, documentation, and audit-ready proposal files.
  • Support continuous improvement of proposal processes, templates, and content libraries.
  • Participate in post-submission reviews and lessons-learned sessions to enhance future proposal performance.

Required Qualifications

  • Bachelor’s degree in Business, Finance, Engineering, Communications, or related field; equivalent experience considered.
  • 3 – 7 years of experience in commercial management, proposal development, pricing coordination, or related commercial roles.
  • Strong understanding of commercial structures, pricing models, and contract terms.
  • Demonstrated ability to interpret RFP requirements and develop compliant, competitive responses.
  • Excellent writing, editing, and document-design skills with the ability to translate technical and commercial information into clear, persuasive content.
  • Proven ability to manage multiple deadlines and coordinate cross-functional teams.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and collaboration platforms.
  • Strong organizational skills and attention to detail.

Preferred Qualifications

  • Experience in utility services, infrastructure, engineering, or construction-related industries.
  • Familiarity with cost estimation, margin analysis, or commercial modeling.
  • APMP certification or equivalent proposal management training.
  • Experience with SharePoint, proposal automation tools, or content management systems.

Work Environment / Physical Requirements

  • Standard office environment with extended periods of computer-based work.
  • Occasional travel for meetings, training, or project support may be required.
  • Ability to work flexible hours during peak proposal periods.
