What you’ll be responsible for

  • Interpret demand signals across procurement activity to identify emerging commercial pressures and priorities.
  • Combine demand insight and commercial intelligence to maintain a clear, well evidenced view of current and emerging priorities.
  • Provide forward looking insight on how demand and market conditions may affect planned activity.
  • Maintain awareness of changes that may require clarification, further analysis or escalation.
  • Deliver high quality commercial intelligence that improves understanding of the markets Welsh Water operates in.
  • Maintain strong understanding of priority supplier markets and their commercial dynamics.
  • Draw on a range of internal and external sources to build and refresh market and supplier intelligence.
  • Surface emerging market conditions, constraints, pressures and opportunities and articulate their implications.
  • Apply commercial judgement when interpreting uncertain or incomplete market information.
  • Produce intelligence outputs that are clear, defensible and decision focused to support commercial decision making.
  • Present intelligence in forms that are accessible and relevant to different audiences.
  • Maintain market and commercial intelligence outputs in line with agreed standards and cadence.

About you

The following are essential requirements for the recruitment of the role:

Qualifications

  • Degree level or equivalent in a commercial, analytical, economics, data or procurement‑related discipline
  • Member of the Chartered Institute of Procurement & Supply (CIPS) or working towards accreditation (desirable)

Experience

  • Experience of supply market understanding or demand planning within a procurement or commercial environment
  • Experience in a regulated sector such as water, energy, utilities or public services (desirable)

Knowledge & Skills

  • Working knowledge of market analysis, supply chain intelligence, cost drivers and commercial risk signals
  • Good communication, judgement and influencing skills
  • Understanding of scenario modelling or advanced forecasting tools (desirable)
