Duties and Responsibilities
- Serves as the UH Community Colleges’ (UHCC) systemwide technical expert and subject matter resource for commercial and auxiliary enterprises, contracts and grants, campus security and safety and emergency management programs.
- Works directly with UHCC administrators on the development of commercial enterprise initiatives and other related auxiliary services.
- Develops and coordinates the implementation of policies and procedures on a systemwide level relating to commercial and auxiliary enterprise programs.
- Assists the Associate Vice President in the development of new business strategies and highly technical financial operational models for the improvement of existing auxiliary services and implementation of potential commercial enterprise initiatives at UHCC campuses.
- Advises campus administrators in the development, review and execution of business plans to facilitate and expedite the process for creation of auxiliary and commercial enterprise projects.
- Analyzes and provides recommendations on best practices for the short/long-term budget and financial strategies of Community College commercial and auxiliary enterprises.
- Analyzes and provides recommendations on best practices for the short/long-term operational, facility and equipment asset management plans and strategies of Community College auxiliary services and commercial enterprises.
- Develops technical specifications for the contracting of services or development of memorandums of agreement to accomplish project goals for commercial and auxiliary enterprises at Community Colleges campuses.
- Directs and negotiates implementation of new or special projects related to auxiliary and commercial enterprise programs, coordinating with campus administrators and program directors to ensure proper implementation and resolution of complex problems and issues.
- Works closely with the Office of the Internal Auditor to ensure compliance and response to issues in a timely manner and the development and adoption of new or revised procedures as required.
- Serves as the primary systemwide resource for Vice Chancellors for Administrative Services and campus Administrative Services units by providing technical assistance; facilitating collaboration among campuses; identifying, developing, and disseminating best practices and model business processes; creating operational guidance, templates, and toolkits; and supporting the successful implementation of administrative and commercial enterprise initiatives.
- Serves as the primary operational liaison between OVPCC Administrative Affairs and the Vice Chancellors for Administrative Services/Administrative Services Units across the seven community college campuses to resolve complex operational challenges.
- Resolves cross-campus administrative challenges, drives operational consistency, and streamlines service delivery across the community college system.
- Directs and executes high-level special operational initiatives and strategic project portfolios assigned by the Associate Vice President for Administrative Affairs.
- Directly supervises the Safety/Security Specialist (#0097343) and Environmental & Health Safety (EHS) Specialist (#0080254), establishing an integrated Risk, Safety, and Environmental Health unit under OVPCC.
- Oversees the Safety/Security Specialist in the development and implementation of Standard Operating Procedures (SOPs), emergency management plans, and Clery Act compliance across the seven Community College campuses.
- Oversees the EHS Specialist in planning, coordinating, and maintaining occupational health, OSHA/HIOSH compliance, chemical hygiene, and environmental safety programs across all seven community college campuses.
- Serves as the OVPCC operational lead collaborating with the UH Systemwide Director of Emergency Management (10 Campuses) to translate system directives into campus-level emergency plans, exercises, and response procedures for the seven community colleges.
- Ensures UHCC systemwide compliance with the Clery Act, State Civil Defense Emergency Preparedness requirements, FEMA/Homeland Security Incident Command System (ICS/NIMS), OSHA/HIOSH/EPA regulations, and federal/state safety directives.

Minimum Qualification
- Possession of a baccalaureate degree in Business Administration, Applied Sciences, Enterprise Management or related field and 5 year(s) of progressively responsible professional experience with responsibilities for business management dealing with auxiliary services, development of commercial enterprises and/or new business ventures in the public sector; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as needed.
- Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies in the areas of business planning and operational/financial strategies, and project implementation, including the ability to analyze and make sound decisions affecting business revenues and profitability.
- Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with business development and management.
- Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and innovative approaches.
- Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer, apply word processing software.
- For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

- Safety, Emergency and Compliance Framework: Working knowledge of concepts, principles, and regulations related to campus safety, emergency preparedness (e.g., Clery Act, FEMA/ICS/NIMS), Environmental Health and Safety (OSHA/HIOSH), and operational risk management.
- Problem Solving and Communication: Demonstrated ability to analyze complex issues from a broad systemwide perspective, exercise sound judgment, and communicate effectively (written and verbal) with executives, administrators, and campus stakeholders.
- Project Execution: Demonstrated ability to lead and execute special administrative or operational project initiatives having a campuswide or systemwide impact.
Desirable Qualifications
- Advanced Education: Master’s Degree in Public Administration, Educational Leadership, Emergency Management, Organizational Leadership, or a closely related field.
- UH System & UHCC Expertise: Demonstrated working knowledge of the University of Hawai‘i Community Colleges (UHCC) organizational structure, campus administrative service units, and systemwide administrative policies and procedures.
- Multi-Campus Operational Leadership: Professional experience coordinating systemwide administrative and auxiliary initiatives, in addition to campus safety, environmental health and safety (EHS), or emergency management initiatives across a multi-campus higher education system.
- Regulatory & Compliance Mastery: In-depth working knowledge of higher education compliance standards, including the Clery Act, FEMA/NIMS Incident Command Systems, OSHA/HIOSH standards, and campus emergency standard operating procedures (SOPs).
- Auxiliary & Administrative Coordination: Experience collaborating with campus Vice Chancellors for Administrative Services (VCAS) or administrative officers on operational, auxiliary, or facility-related projects.
