Job Description

Responsible for the technical evaluation, coordination, planning, and implementation of work assignments for Combustion Turbine plant maintenance as assigned by the Gas Generation Planning Supervisor. Responsible for coordinating and implementing the predictive maintenance program. Responsible for planning and overseeing scheduled maintenance outages, close out and completion of tasks in work management system, document imaging, and drawing control to reflect modifications, and coordination of new installations on plant systems associated with major maintenance and capital projects. The Senior Combustion Turbine Maintenance Planner role requires advanced experience and will receive highly complex and technical assignments associated with the Essential Functions and Responsibilities below and limited training and development support.

Note:

There is one position available and the position will be filled at one of three job grade levels: Combustion Turbine Maintenance Planner I, job grade 8, Combustion Turbine Maintenance Planner II, job grade 9; or Senior Combustion Turbine Maintenance Planner, job grade 10. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Hiring Salary Range: $109,000-139,000

Combustion Turbine Maintenance Planner II

Hiring Salary Range: $98,000-$124,000

Combustion Turbine Maintenance Planner I

Hiring Salary Range: $88,000-$111,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.

  • Evaluate, coordinate, and oversee site schedules, outage projects, implementation of work assignments of plant mechanical, electrical and instrumentation and control projects as assigned by the Gas Generation Planning Supervisor.
  • Assist, as assigned, CT Plant Management in the technical analysis of operational and/or maintenance problems.
  • Coordinate, as assigned, with Generation Engineering for new equipment and system installations and document the necessary changes required for predictive and preventive maintenance procedures.
  • Collaborate with CT Management regarding vibration analysis, infrared, and other predictive maintenance analyses and testing technologies for the purpose of improving site availability, reliability and determining required repairs and modifications.
  • Support a shift into Reliability Centered Maintenance for all CT generation facilities.
  • Support, as assigned, the management, development, and upkeep of asset databases, PMs, work order templates and the work scheduling system in collaboration with Plant Staff.
  • Support, as assigned weekly scheduling meetings with the CT Foreman.
  • Support, as assigned, the administration of the Management of Change (MOC) program in Cority for Gas Generation.
  • As directed by the Gas Generation Planning Supervisor, develop and maintain guidelines and technical manuals for plant maintenance activities and procedures that are consistent with corporate policies, practices and procedures, and with governmental rules and regulations.
  • Responsible for reviewing computer entries, plant work and activities, maintenance logs, outage reports, and monthly maintenance forms.
  • Responsible for supporting CT Foreman, as needed, in scheduling all Unplanned, Operational, and other types of Work Orders in Oracle WACS/OFS and Fusion Systems. Responsible for auditing the completion of all work orders in the system.
  • Assist with the preparation and administration of the operation and maintenance annual site budgets and the capital budgets.
  • Ensure document-imaging control and drawing control are maintained to reflect the modifications and new installations of plant equipment and Capital projects.
  • Ensure maintenance records and status reports are accurate and complete and are consistent for all plant maintenance activities.
  • Identify replacement materials/parts; prepare purchase requisitions and work orders, and support the evaluation and development of inventory reorder levels and critical spare parts.
  • Stay current with Tri-State Standard Operating Procedures (SOPs), waste material shipping and spill response plan and the ability to perform them.
  • Demonstrate and promote ethics and behaviors consistent with Tri-State’s culture, Board policies, and business practices. Understand and fulfill the role and responsibility for all compliance programs within the company.
  • Because Tri-State is an electric utility with continuous service obligations to its customers, regular, reliable, and predictable performance of the essential functions and responsibilities is an essential function of the job.

Education, Training, Certifications and Licenses

  • Associates Degree in Electrical, Mechanical, Power Plant Technology or closely related area of study, or equivalent combination of education and experience.

Knowledge, Skills, and Ability:

  • Advanced organizational and planning skills applicable to power generating facilities.
  • Extensive knowledge of and experience with Combustion Turbines
  • Ability to maintain effective working relationships.
  • Ability to work with all stakeholders, vendors and trades in a professional manner.
  • Stay current with Tri-State Standard Operating Procedures (SOPs), waste material shipping and spill responses plan and the ability to perform them.
  • Working knowledge of personal computing, including MS Word, MS Excel, MS Outlook, MS Projects, MS Teams, and other related software applications.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to work effectively in a high-pressure environment.
  • Ability to identify, analyze and effectively address complex issues.
  • Ability to understand guidelines for plant operation and maintenance activities, procedures and technical manuals within the guidelines consistent with corporate policies, programs and procedures and government requirements.

Experience

  • Eight (8) or more years of power plant/generation experience and practical knowledge of combustion turbine maintenance and/or operations OR five (5) or more years first line supervisory experience in a power plant/generation facility or related industrial work environment. Including Five (5) or more years of planning and scheduling experience
  • Those with less experience will be hired at the Combustion Turbine Maintenance Planner I or II job grade level, as appropriate.

Other:

  • Willingness to travel as required, including overnight travel up to 30%.
  • Must possess a current valid driver’s license.
  • Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.
  • Willingness to work out of multiple locations. Be willing to work extra or irregular hours, shifts work, weekends, holidays, be on call and willing to work under unusual or special working conditions, storms, extreme temperatures, winds, darkness, other similar demanding working conditions.
  • Ability to maintain confidentiality.
  • Working knowledge of standard methods of policies, programs, and procedures as well as the ability to plan and perform a sequence of duties and direct a group of workers.
  • Ability to conduct training of others in plant operation and maintenance practices, and procedures.
  • Must be able to demonstrate that he/she can perform all the essential functions of the position.

DESIRED JOB QUALIFICATIONS

  • CT operations and maintenance experience with LM6000, Frame 7B and Frame 7EA turbines.
  • Planning and scheduling experience at a power generation facility.
  • Experience with Oracle WACS and Fusion desired
