Job Description

Edgewater Federal Solutions is currently seeking a COBOL Professional to provide support to a federal customer.

The Program:

  • The Client’s service is responsible for exchanging payroll data with the DFAS, resulting in a payroll amount of approximately two-billion-dollars annually.
  • The Department’s Payroll function is outsourced to the DFAS for the actual payroll calculation(s), creation of the employee’s Leave and Earnings Statement (LES), and other tax documents.
  • The DPP service is used to sort, combine, and process the required Human Resource information, Time and Attendance information and other applicable information for the DFAS.
  • The data processing programs are written in COBOL and run in a batch mode.
  • DPP also utilizes several utility programs that 14 were developed with Job Control Language (JCL) for sorting, backups, restores, etc.
  • The batch applications communicate with the Corporate Human Resource Information System, DOEInfo and ATAAPS database management systems through SQLNet/Oracle and Secure File Transfer utilities.
  • Payroll processing involves daily, weekly, bi-weekly, monthly, quarterly, and annual processes.
  • There are approximately 52 jobs included in the payroll processing, which involves indexed sequential access method (ISAM)-based file processing.
  • DPP utilizes Microsoft Windows application-based operating system, Oracle Databases, integrated development environment, batch scheduling, file editing, secure file transfer and data comparison software.

Responsibilities

  • Participates in and conducts development activities.
  • Prepares test plans for unit testing, regression testing, system and production parallel testing.
  • Conducts technical walkthroughs with all stakeholders.
  • Supports system testing activities and resolves any technical issues.
  • Codes and tests high priority and critical changes utilizing Microfocus COBOL, JCL, and ISAM.
  • Handles change requests for implementing changes and owning them until closure.
  • Provides emergency bug fixes to production issues and resolves client research requests.
  • Provides production support by fixing batch process abnormal ends within strict timeframes.
  • Meets with project managers to provide daily or weekly project statuses.
  • Works with cyber security teams to ensure system software is patched, supported and system meets security compliance requirements.

Qualifications

  • U.S. Citizenship is required per Contract to obtain and maintain a U.S. Department of Energy Clearance.
  • Specialized experience includes working with Microfocus COBOL, JCL, ISAM, Utilities and Copybooks to support mission critical systems.
  • Strong working knowledge in job scheduling software (Vanzant GECS), File Transfer protocols (SFTP, SSH), modifying ISAM datasets (Ultra Edit, FileSeek) Human Capital / Financial Systems.
  • Demonstrated ability to communicate orally and in writing and a positive attitude while working in a fast-paced environment.
  • Ability to problem solve, code, test, and deploy application fixes in a fast-paced environment.

Salary: $95,000 - $115,000
