Job Description

Concept Solutions is seeking a Cloud Systems Administrator/AWS Solutions Architect to join a dedicated team of Information Technology (IT) professionals supporting the Federal Aviation Administration's (FAA) Command, Control, and Communications (C3) office. The C3 office carries a critical strategic mandate: ensuring FAA managers maintain daily situational awareness and uninterrupted continuity of communications during severe national emergencies, natural disasters, or critical equipment malfunctions. Should disruptions occur, the C3 office is chartered with executing rapid disaster recovery and restoring essential communication services expeditiously. This high-stakes, mission-critical position is based on-site in Washington, DC, with some telework eligibility available once the candidate is fully trained and integrated.

In this role, the selected systems administrator with 5+ years of hands-on AWS experience serves as a technical advisor and bridge between traditional enterprise network environments and modern, scalable AWS cloud systems. The role is responsible for the continuous operation, security, and deployment automation of the hybrid infrastructure that underpins the FAA's emergency communications posture, aligning complex physical architectures with cutting-edge public sector cloud solutions.

  • On-Premises to AWS Migration Expertise: Specify, execute, and maintain cloud migration strategies using block-level replication tools like AWS Application Migration Service (AWS Transform MGN), database transition via AWS Database Migration Service (DMS), and high-speed online syncing with AWS DataSync.
  • Hybrid Cloud Network Management: Architect and maintain dedicated private fiber setups via AWS Direct Connect, encrypted fallback connections using AWS Site-to-Site VPN, centralized multi-VPC routing with AWS Transit Gateway, and bi-directional name resolution via Amazon Route 53 Resolver (Inbound/Outbound endpoints).
  • Cohesive Identity & Security Controls: Bridge on-premises Active Directory with AWS IAM and IAM Identity Center (AWS SSO). Enforce least-privilege policies, multi-factor authentication, and permission boundaries while managing hybrid monitoring assets (VPC Flow Logs, centralized firewalls, AWS KMS encryption, and security groups).
  • AWS Cloud Hosting & CI/CD Pipeline Management: Refactor and optimize legacy applications for native deployment in cloud environments, specifically AWS GovCloud and AWS Outposts architectures. Design, build, and optimize automated CI/CD deployment pipelines (using AWS CodePipeline, AWS CodeBuild, GitLab CI, GitHub Actions, or Azure DevOps) to run automated SAST/DAST security scans, manage Amazon ECR container images, and execute zero-downtime releases. Implement OpenID Connect (OIDC) keyless identity federation to secure pipeline runners.
  • Infrastructure as Code (IaC) & Automation: Develop, test, and deploy modular Infrastructure as Code (IaC) using Terraform, AWS CloudFormation, or AWS CDK. Embed automated IaC linting, validation, and plan execution directly into GitOps pull-request workflows. Automate routine administrative and operational tasks using Python, Bash, and AWS CLI scripts, as well as serverless automation (AWS Lambda, SSM).
  • Containerization & Serverless Support: Deploy, manage, and monitor containerized microservices and workloads using Amazon EKS, Amazon ECS, and AWS Fargate, maintaining cluster health, service mesh configurations, and automated scaling policies.
  • Cloud Operations, Monitoring & Disaster Recovery: Monitor system health, latency, and resource utilization across hybrid AWS infrastructure using Amazon CloudWatch, CloudTrail, and EventBridge. Implement automated snapshot management, cross-region replication, and system backups to guarantee high availability and support Continuity of Operations (COOP).
  • FinOps & Cost Governance: Monitor resource utilization, enforce standardized resource tagging, and optimize AWS spending through Savings Plans, Reserved Instances, and resource right-sizing strategies.

Requirements

  • Bachelor of Science (BS) in Engineering, Mathematics, Computer Science, or relevant technical field.
  • Minimum 5 years of relevant hands-on experience working with AWS cloud infrastructure, system administration, and CI/CD pipelines.
  • Proven experience managing AWS cloud services (EC2, VPC, S3, RDS, Route 53, IAM).
  • Demonstrated experience designing, building, and maintaining CI/CD automated deployment pipelines (GitHub Actions, GitLab CI, AWS CodePipeline, or Azure DevOps) with integrated SAST/DAST security scanning.
  • Hands-on proficiency with Infrastructure as Code (IaC) using Terraform, AWS CloudFormation, or AWS CDK.
  • Strong Linux/RHEL operating system administration skills, patch management, and scripting (Bash, Python, AWS CLI).
  • Experience with hybrid cloud connectivity (Direct Connect, VPN, Transit Gateway) and identity federation (IAM Identity Center, OIDC).

Desired/Preferred Qualifications

  • Direct experience maintaining legacy enterprise infrastructure (VMware, physical SAN/NAS storage, Active Directory, GPOs, SQL Server, and system patching).
  • Practical experience deploying within AWS GovCloud and AWS Outposts architectures.
  • Hands-on experience with container orchestration platforms (Amazon EKS, ECS, Docker).
  • AWS Certifications (e.g., AWS Certified SysOps Administrator - Associate, AWS Certified Solutions Architect - Associate/Professional, or DevOps Engineer).

Location and Schedule

  • Location: Washington, DC
  • Schedule: 40 hours per week, Monday through Friday, with core working hours from 9:00 a.m. to 3:00 p.m. local time.
