Job Description

The Clinical Site Manager (CSM) will be responsible for the day to day operations in providing clinical leadership and responsibility for the safe management of patient flow pathways across the hospital over a 24-hour period. S/he is responsible for the management of the emergency and elective admission process across the organization, safe and appropriate patient placement, and the achievement of related standards. The post holder is accountable for the out of hours operations management of the hospital providing leadership and support to all wards, departments and clinicians. The duties include operational management of the hospital, implementing policies and procedures as required and providing support and advice to hospital employees. The CSM acts as the lead and point of contact during difficult and complex situations that require strong leadership to resolve, working autonomously, but with support and liaison with clinical and non-clinical managers and off-site managers. The post holder ensures the timely action and communication of all site issues ensuring services are maintained. S/he participates and coordinates with the organizational emergency response teams for fire, security, and other clinical / non-clinical emergencies. The CSM takes a lead role in the co-ordination and first line management of Major and Serious Incidents occurring out of hours as required.

KEY ROLE ACCOUNTABILITIES:

Operational Responsibilities

  • Takes overall responsibility for the operational running of Sidra Medicine, leading daily operational meetings, ensuring there is clear communication of the organization’s capacity, current status and patient flow potential and actions required to maintain performance.
  • Accurately reports the hospital Status through sit reps.
  • Plans in advance at all times, ensuring beds are made available in the required areas ahead of the time required.
  • Monitors progress of patients through the Emergency Department and the remainder of the hospital, working with clinical teams to achieve timely transfers from ED.
  • Ensures all available capacity is utilized appropriately in order to minimize the need for escalation measures while proactively working with all units to manage both the Elective and Emergency demand on their areas through constant monitoring of bed states and flow. Review of service delivery to ensure that delays in patient placement are identified and acted upon, ensuring ongoing improvement in patient access.
  • Maintains an overview of actual and potential bed capacity and ongoing demand across the organization, analyze and mitigate pressures.
  • Maintains an overview of timely patient flow across the site with particular focus on admissions through the Emergency Department.
  • Determines the best use of available capacity.
  • Considers the elective admission process reconciling the demand for optimal activity with the need to provide sufficient capacity for urgent admissions.
  • Provides a consistent source of senior clinical, managerial and leadership skills, supporting clinical and administrative teams, acting as a conduit for escalation.
  • Acts as the lead in period of capacity shortages when escalation is required both internally within the in-patient units and externally to other facilities to resolve short- and longer-term capacity issues.
  • Uses own judgement and with advice from clinical teams, which may be conflicting and where expert opinion may differ, to ensure best patient care by optimizing appropriate patient placement, reducing risks and improving the experience for patients, including the coordination of additional capacity when necessary.
  • Works with Patient Flow Coordinators to facilitate in identifying and assessing events in order to coordinate the transfer of patients out of preferred specialty, and with specialty teams, identify priority patients for repatriation.
  • Provides senior managerial support at Major Incidents, medical and adverse incidents, act as Lead for the hospital Fire Response and other situations that require leadership and operational guidance.
  • Updates, as necessary but on a regular basis the On-Call Manager and/or On Call Director and on call Executive on capacity, quality and operational issues.
  • Continuous need to walk the floor of the hospital ensuring smooth clinical and operational processes.

Leadership & Management Responsibility

  • Takes overall responsibility and accountability for the operational running of the hospital site, acting as a coordinator of services, working closely with clinical and managerial staff and leading daily operational meetings.
  • Acts as a positive clinical role model through the provision of support and advice to staff.
  • Leads by example through visible leadership to motivate and empower others.
  • Ensures that appropriate arrangements are in place to provide leadership, support and motivation to help immediate subordinates and others to understand and achieve the required results.
  • Ensures effective working relationships and communication is maintained between all grades of staff and professional groups within the designated area, working within a multidisciplinary team.
  • Contributes to the management of sickness absence and staff capability in accordance with Sidra policy.
  • Takes responsibility for the re-distribution of nursing manpower to achieve optimum coverage up to and including calling in additional staff if the situation requires.
  • Ensures actions and issues raised are logged and completed/resolved with outcomes fed back and appropriately escalated.
  • Monitors and maintains patient flow across the hospital site to ensure patients have the right care at the right time and in the right place.
  • Fosters a supportive working environment for direct team members and others.
  • Actively manage and be accountable for the efficient and effective use of the hospital bed base.
  • Develops effective working relationships with clinical and administrative team members across the organization to enable speedy resolution of problems and potential conflicts.
  • Responds to concerns and complaints regarding patient access and placement, supporting CNM’s/DON’s in responses to specialty specific complaints and adverse incidents.
  • Establishes and maintains links with the Ambulance Service and other external partners/stakeholders regarding patient access to Sidra Medicine. Develop effective working relationships with external partners to successfully deliver effective patient flows across the whole patient pathway.
  • Actively contributes to service developments and quality improvements, acting as an advocate for patients at all times, proposing policy changes which impact on other disciplines, sections, departments and/or parts of the service.
  • Ensures clinical teams and operational services have direct access to up to date, user friendly data regarding patient flow to assist in decision making.
  • During the course of the duty, frequently liaise with senior internal and external colleagues in circumstances which may become challenging.
  • Works in conjunction with senior nursing staff in the deployment of staff ensuring the safest skill mix across the hospital and reducing the risk of clinical incidences.
  • Attends code calls and fire emergency calls.
  • Monitors the trigger factors associated with the organizational Escalation Plan.
  • Works with internal and external colleagues/agencies, to maintain an effective discharge process that maximizes the use of in-patient beds.
  • Ensures to be the on-site management resource for staff out of hours utilizing Sidra policies and procedures.
  • Liaises with Security manager and communications team as necessary.
  • Provides support and advice to all Sidra clinical and operational teams.
  • Liaises with managers regarding the clinical and operational management of their areas.
  • Ensures that critical/untoward incidents are reported as per locally agreed Policies.
  • Assesses the impact of extra hours worked by staff on their performance and the needs of the service.

Clinical Practice

  • Works alongside the hospital clinical operations team, participating in safety huddles, making decisions on the hospital site together.
  • Provides senior nurse support, professional and clinical advice to areas, including clinical supervision if required.
  • Ensures that quality of care is monitored and lead on developments and changes aimed at improving patient care.
  • Develops and maintain competence in agreed clinical skills.
  • Assists staff in implementing clinical policy and procedure.

Quality of Care/Clinical Governance

  • Works with members of all Services to deliver high quality, timely health care. Contribute to the implementation of Governance Frameworks (where applicable) and National Policy.
  • Works closely with services to secure and ensure the highest standard of clinical care is provided within available resources.
  • Ensures all processes encompass measures to ensure smooth transition of patients through the care pathway, for example, timely admission and discharge processes.
  • Ensures that clinical governance processes encompass measures to ensure the quality of the fundamental and essential aspects of care.
  • Ensures nurses work within the Standards of Practice.
  • Communicates effectively through daily contact with all disciplines in the relevant site and associated sites. Attend the Daily huddles and chair the patient flow meetings.
  • Ensures clinical and non-clinical incidents are reported in accordance with Sidra policy and agree actions in response to these.
  • Maintains a safe working environment, being aware of the requirements to comply with Health and Safety regulations. Ensure equipment is maintained according to manufacturer’s specifications and necessary repairs are undertaken. Ensure staff are trained and supervised where appropriate in the correct use of equipment.
  • Addresses the concerns of patients and respond to their suggestions for local quality improvements. Lead the investigation and management of complaints out of hours through local resolution and in accordance with the Sidra complaints procedure, liaising with the Guest Relations department where necessary.
  • Works with Executive Directors and Directors of Nursing to ensure the implementation & delivery of the Nursing Strategy.

Education and Training

  • Undertakes relevant staff appraisals and ensure staff have personal development plans in accordance with Sidra policy and support other senior staff in this process.
  • Promotes evidence-based practice within the patient admission/discharge process. Support staff in undertaking research/project work.

Health and Safety/Risk Management

  • All staff are responsible for working with their colleagues to maintain and improve the quality of services provided to our patients and families. This includes complying at all times with the Sidra Medicine Policies, including Health and Safety policies, in particular by following agreed safe working procedures, and reporting incidents using the datix Incident Reporting system.

Infection Control

  • Complies at all times with the Sidra Infection Control policies, in particular by practicing Universal Infection Control Precautions. Hand hygiene must be performed before and after contact with patients and their environment.

Training and Personal Development – Continuous Professional Development

  • Takes responsibility in agreement with his/her line manager for his/her own personal development by ensuring that Continuous Professional Development remains a priority.Undertakes all mandatory training required for the role.

QUALIFICATIONS, EXPERIENCE AND SKILLS – SELECTION CRITERIA

Education:

ESSENTIAL:

  • Bachelor Degree in Nursing (4 years) or Diploma in Nursing (3 years after post high school)
  • Registered Nurse

PREFERRED:Post graduate specialty qualification/certification

Experience:

ESSENTIAL:

  • 7+ years of experience inclusive of 5 years’ progressive management/ supervisory experience within relevant specialty, nursing and/ or midwifery from a highly esteemed healthcare institution
  • Experience in organizing data and generating thorough, accurate, timely reports
  • Demonstrated experience with Clinical Information Systems (CIS)

Certification and Licensure:

ESSENTIAL:

  • Valid professional nursing license in country of origin
  • Meets licensing requirements of the State of Qatar

PREFERRED:Post graduate specialty certification
