
The Clinical Manager is an innovative and self-directed, results-oriented professional who demonstrates a creative and collaborative management style and provides leadership to assigned area(s) of responsibility. The Clinical Manager is responsible for the overall management of the human and fiscal resources required to meet the client care needs for assigned areas, as well, as for the integration of quality and other client safety initiatives within the portfolio. The Clinical Manager takes an active role in strategic planning, program development, volume management and quality monitoring. The Clinical Manager promotes the integration and ongoing advancement of standards and best practices. As a leader, the Clinical Manager provides, facilitates and promotes the best possible professional service to the clients and employees, as well as to the organization and community. In this specific role, the Clinical Manager manages the overall operations of a 24/7 mobile crisis service which includes an Adult mobile team through the Ministry of Health, a Crisis Stabilization Program through the Ministry of Children's Services as well as a Mobile Crisis Rapid Response Team (MCRRT).
The Clinical Manager is accountable to the Clinical Director, General Psychiatry. The Clinical Manager assumes responsibility for the designated areas as assigned. The Clinical Manager is accountable for the hiring and effective management of all direct report staff and for financially managing the cost centres for assigned units.
QUALIFICATIONS:
•Undergraduate degree in health-related discipline required
•Masters’ Degree in Health Administration or other health related field preferred
• 3 to 5 years practical and related experience; plus 1 year on the job training
•Current registration in a regulated health care profession required
•Canadian Nurses Association Certification in Mental Health preferred
•Good understanding of systems issues with Mental Health and Social Programs in the Community
•Ability to think in Macro Systems and develop service agreements/protocols with many agencies in the community
•Good understanding of other related systems, i.e. corrections, court support, release of custody, policing, probation and parole, ABI, Dual Diagnosis (Systems within systems)
•Advanced knowledge in Crisis Management and working with high risk populations, clients at risk to self and others
RESPONSIBILITES:
• Hires, promotes, disciplines and terminates staff as required
• Manages employee relations issues within team environment
• Develops, implements and evaluates staff education and training programs in collaboration with the nurse educator
• Contributes to education and professional development of staff, students, and colleagues in an environment of mutual respect and understanding
• Completes and authorizes appropriate Payroll and Human Resources documentation within timelines.
• Monitors attendance of all direct report staff and ensures that expectations of attendance management program are adhered to
• Fosters effective employee and labour relations through knowledgeable interpretation and implementation of hospital policies and collective agreements. (ONA,OPSEU)
• Liaises with OH&S/HR to develop return to work plans for staff who need accommodation
• Completes annual vacation request process in accordance with union guidelines
• Completes monthly schedule for assigned areas
• Liaises with professional practice lead(s) and other managers as needed
• Manages in collaboration with the Staff Sgt. seconded Police Officers from the Hamilton Police Service
• Completes yearly update/presentation for Mental Health and Addiction Program Quality committee
• Engages in review of all complaints/compliments for assigned areas including investigation and resolution of same
• Directs nursing practice and processes to ensure excellence in patient care delivery in accordance with MOHLTC and Crisis Standards
• Designs and implements methods and techniques to monitor and continuously improve the delivery of service
• Ensures excellence in client care and service through continuous quality improvement processes that include planning, quality monitoring and risk avoidance
• Collaborates to ensure the development and use of appropriate resources and supplies to measure and evaluate processes and outcomes
• Facilitates the use of feedback strategies to maintain and improve performance of team members
• Develops, maintains and evaluates clients and staff data collection systems and processes to support the practice of nursing and the delivery of patient care
• Participates and collaborates with daily rounds with a focus on delivering care to high risk clients in the community, facilitation and monitoring of appropriate discharge planning and connecting clients to community services
• Takes a Leadership Role in the community working in collaboration with Executive Directors and Managers of other community social and mental health programs
• Monitors the program activities on a regular basis and conducts an annual evaluation according to the program evaluation framework
• Reports evaluation findings to the Director and recommends changes to enhance the program, as appropriate
• Acts as a professional advisor to the Ministry and other Crisis Programs on all aspects of Police/Mental Health initiatives
• Chairs and fosters effective team work on hard to serve complex clients who come into conflict with the law at the Local/Regional Human Services and Justice Coordinating Committees
• Represents the organization at community activities to enhance the community profile of "COAST & MCRRT like" programs across the Province
• Ensures the operation of the COAST program meets the expectations of the Organization
• Develops policies and procedures for a unique program and ensures privacy/confidentiality is maintained
• Determines staffing requirements for program management and delivery
• Identifies and evaluates the risks to the organization's clients and staff, promoting a positive image in the community and ensuring adequate measures are in place to control risks
• Oversees development, marketing, promotion, delivery and quality of the programs
• Participates in QCIPPA death reviews as needed
• Reviews and completes all online incident reports for assigned areas
