Job Title: Client Assets Sourcebook (CASS) Oversight Officer

Location: London

Corporate Title: Vice President

As the CASS Oversight Officer (CAOO) of Deutsche Bank United Kingdom (UK) Bank Limited (DBUKB), you will have, or be willing to hold, the Certified Person Significant Harm Function 1 (SHF1) status, working within the Private Bank UK Operations.

You will have day-to-day responsibility for Deutsche Bank UKB’s compliance with the CASS regime and support the Senior Manager (SMF24) who is responsible for the operational effectiveness of systems and controls designed to achieve compliance with CASS, reporting to the Deutsche Bank UKB Board in respect of that oversight; and ensuring the monthly submissions of the Client Money and Assets Return (CMAR) to the Financial Conduct Authority (FCA).

Your key responsibilities

  • Maintain and operate a robust CASS oversight governance framework in line with CASS rules ensuring the necessary documentation and reporting remains effective
  • Deputy/Chair monthly Client Assets Oversight Council (CASSOC) including reporting of KPI/MI.
  • Maintain an accurate CASS risk and control framework, working with key business areas to map, interpret and document CASS rule application for DBUKB.
  • Own and Lead CASS reviews by Internal Audit and Compliance Testing & Assurance reviews and lead the annual external CASS audit; CASS incident and breach assessment & reporting, monitoring and resolution and CASS training.
  • Provide oversight and challenge over CASS processes and controls.
  • Financial Services Compensation Scheme (FSCS) reporting – lead the maintenance and oversight of the FSCS framework

Your skills and experience

  • Extensive knowledge of FCA CASS rules (CASS 6,7,8, 9 &10) within a CASS Oversight function
  • Strong risk and control management skills within financial services
  • Proven experience in handling investigations; internal and external audits; building and running processes and workflows, and responding to regulatory change
