This position administers and provides technical and regulatory oversight for MaineDOT’s federally required Civil Rights programs, with primary responsibility for the Department’s Disadvantaged Business Enterprise (DBE) Program and Title VI Program. The position ensures compliance with applicable federal civil rights laws, regulations, guidance, and federal funding requirements and serves as a technical resource to MaineDOT staff, contractors, consultants, subrecipients, and members of the public.
The position is responsible for the administration of MaineDOT’s DBE certification program, including the evaluation and certification of businesses under applicable federal requirements; interstate certification; review of continuing eligibility and related certification matters; maintenance of DBE program records and information; and communication with other state and federal transportation agencies regarding certification and program requirements.
The position develops, implements, monitors, and maintains MaineDOT’s Title VI Program and related civil rights requirements. Responsibilities include preparing and submitting required Title VI plans, reports, goals, accomplishments, and other compliance documentation; coordinating required quarterly and annual reporting; monitoring program implementation; providing technical assistance and training; maintaining required complaint procedures and records; and coordinating with MaineDOT program areas and federal oversight agencies regarding Title VI compliance.
The position interprets and applies federal civil rights requirements in applicable federal regulations and related U.S. Department of Transportation requirements as applicable to MaineDOT’s federally assisted programs. The position monitors changes in federal regulations, guidance, and program requirements and evaluates their impact on MaineDOT policies, procedures, forms, reporting requirements, and program operations.
The position also serves as a designated Drupal content administrator for the Civil Rights Office and is responsible for maintaining Civil Rights webpages, reviewing materials for web accessibility, and ensuring that required DBE and Civil Rights information is accurately and timely published on MaineDOT’s website.
To be minimally qualified for this position candidates must provide evidence of the following experience:
A Bachelor’s Degree in Business/Public Administration, Social Sciences or a closely related field and two (2) years’ experience in a professional capacity in the areas of contract/business administration, government regulatory compliance, report development and analysis or a comparable professional capacity – OR – a six (6) year combination of education, training and experience in a closely related field.
