Job Description:

1. Job Purpose

To carry out day-to-day site inspection and supervision of roadworks and infrastructure utilities on behalf of the Consultant, ensuring that the Contractor's workmanship, materials, methods, and as-built conditions comply with the approved IFC drawings, project specifications, and the requirements of the Client and relevant Dubai authorities (RTA, DM, DEWA, Etisalat/du, Empower). The Civil Inspector provides direct, hands-on monitoring of works at the work face and supports the Site Engineer and Resident Engineer in maintaining the project Quality Control system.

2. Key Responsibilities

2.1 General Inspection & Quality Control

  • Carry out continuous inspection of all roadworks and utility activities on site, ensuring compliance with approved drawings, specifications, method statements, and Inspection & Test Plans (ITPs).
  • Verify Contractor's Work Inspection Requests (WIRs) and Material Inspection Requests (MIRs) prior to commencement, during execution, and on completion of works.
  • Issue site observation notes and support the preparation of Non-Conformance Reports (NCRs) where required.
  • Verify close-out of NCRs and corrective actions for all inspected works.

2.2 Earthworks & Pavement Layers

  • Inspect site clearance, stripping, and removal of unsuitable materials.
  • Supervise excavation, filling, and grading works against approved levels and lines.
  • Inspect subgrade preparation, subbase, aggregate base course (ABC), and asphalt binder/wearing course layers.
  • Witness compaction tests (Field Density Test, sand replacement, nuclear density gauge), CBR, plate load, and proof rolling.
  • Verify asphalt temperatures at delivery, placement, and compaction; check rolling patterns, joints, and surface regularity.
  • Witness core sampling, thickness measurements, and final level checks.

2.3 Kerbs, Channels & Roadside Features

  • Inspect setting-out, line, level, and alignment of kerbs, channels, footpaths, cycle tracks, and central medians.
  • Verify quality of precast kerbs, interlocking pavers, and concrete works for footpaths and crossings.
  • Inspect installation of road furniture: signs, guardrails, anti-glare screens, and crash barriers.
  • Verify road marking, studs, and signage in accordance with RTA Traffic Control Devices manual.

2.4 Stormwater Drainage

  • Inspect excavation, bedding, laying, and backfilling of stormwater drainage pipes (RCP, HDPE, GRP, etc.).
  • Verify invert levels, gradients, alignment, and joint integrity.
  • Inspect catch basins, gullies, manholes, outfalls, and connections to existing networks.
  • Witness CCTV surveys, leakage tests, and cleaning of drainage networks prior to handover.

2.5 Potable Water Network

  • Inspect excavation, bedding, laying, jointing, and backfilling of potable water mains (DI, GRP, HDPE, uPVC).
  • Verify alignment, depth of cover, thrust blocks, valve chambers, hydrants, and connections.
  • Witness hydrostatic pressure testing, disinfection, swabbing, and flushing in line with DEWA standards.
  • Verify cathodic protection installation where applicable, in coordination with the specialist.

2.6 Sewerage Networks

  • Inspect excavation, bedding, laying, jointing, and backfilling of gravity sewers, rising mains, and TSE/irrigation pipelines.
  • Verify invert levels, gradients, alignment, and joint quality.
  • Inspect manholes, drop manholes, valve chambers, air valves, and connection points.
  • Witness CCTV surveys, infiltration/exfiltration tests, and pressure testing as required by DM and the project specifications.

2.7 Irrigation & District Cooling Networks

  • Inspect irrigation pipework, valves, controllers, sprinklers, and dripper systems in landscaped areas.
  • Inspect district cooling pipework (Empower) including supply and return lines, valves, chambers, and insulation.
  • Witness pressure testing, leakage testing, and commissioning activities.

2.8 Electrical & Telecom Ductwork

  • Inspect excavation, bedding, laying, and backfilling of HV, MV, and LV cable ducts (DEWA) and telecom ducts (Etisalat/du).
  • Verify duct alignment, depth of cover, warning tapes, marker tiles, and chambers.
  • Inspect manholes, handholes, draw pits, and street lighting foundations and poles.
  • Witness mandrel and continuity tests for ducts prior to handover to utility owners.

2.9 Trench, Backfill & Reinstatement

  • Inspect trench excavation, shoring, dewatering, and safety arrangements in coordination with the Safety Engineer.
  • Verify bedding, surround, and backfill materials and compaction in layers per specifications.
  • Inspect road and footpath reinstatement (cold milling, sub-base, base course, and asphalt) in accordance with RTA / DM trench reinstatement standards.

2.10 Setting-Out & Levels Verification

  • Spot-check setting-out, line, and level of roadworks and utility works against approved drawings, in coordination with the Land Surveyor.
  • Verify chainages, offsets, invert levels, and gradients daily.
  • Report any discrepancies between site conditions and design to the Site Engineer.

2.11 Coordination with Authorities & Existing Utilities

  • Verify presence of valid NOCs from DEWA, Etisalat/du, Empower, and other utility owners prior to excavation.
  • Inspect protection, support, and diversion of existing live utilities encountered during excavation.
  • Coordinate with authority inspectors during joint inspections, tie-ins, and shutdowns.

2.12 Documentation & Reporting

  • Maintain daily site inspection diaries, photographs, and records of activities, manpower, equipment, and weather.
  • Record WIR / MIR status, materials received, tests witnessed, and any non-conformances.
  • Prepare daily and weekly inspection reports for the Site Engineer and Resident Engineer.
  • Support the preparation of as-built data, handover documentation, and authority submissions (RTA, DM, DEWA).

2.13 HSE Awareness

  • Monitor compliance with project HSE requirements at work and report unsafe conditions to the Safety Engineer.
  • Verify implementation of approved Traffic Control Plans (TCPs), excavation safety, and trench protection.
  • Ensure that PPE, permits-to-work, and safe access arrangements are in place during inspected activities.

3. Qualifications & Experience

  • Education: Diploma or B.Sc. in Civil Engineering or Construction Technology.
  • Experience: Minimum 7–10 years' experience in civil site inspection on construction projects, with at least 5 years on roads and infrastructure utilities projects and a minimum of 3-4 years in the UAE/GCC.
  • Knowledge: RTA Specifications, Dubai Municipality QCS, DEWA standards, Etisalat/du and Empower specifications, trench reinstatement standards, and project Inspection & Test Plans (ITPs).
  • Skills: Strong hands-on inspection skills, ability to read and interpret IFC drawings, familiarity with standard testing equipment, accurate record-keeping, MS Office (Word, Excel), and effective communication on site.

4. Reporting Line

The Civil Inspector reports to the Assistant Resident Engineer responsible for the assigned roads/utilities section and, through them, to the Resident Engineer. The role works in close coordination with the Material Engineer, Material Inspector, Land Surveyor, Safety Engineer, and the Contractor's site engineers, foremen, and QA/QC team.
