Civil Engineering Observer – Road Section Hooipolder to Werkendam

A major public infrastructure organization in the Netherlands is seeking an experienced Civil Engineering Observer to support the A27HH infrastructure project, specifically the A59 Hooipolder Interchange to Werkendam section. This large-scale road infrastructure project forms part of the A27HH South contract and involves a broad range of civil engineering and construction activities.
In this role, you will act as the technical eyes and ears on-site, supporting the technical manager by monitoring construction activities, identifying risks, performing inspections, and ensuring work is executed according to project requirements, standards, and contractual frameworks.
Key Responsibilities
Perform risk-driven observations to verify that construction activities comply with the following:
Design documentation
Work plans
System requirements
Project frameworks and standards
Monitor activities related to:
Earthworks
Road construction
Retaining walls
Traffic measures
Landscaping
Sewerage systems
Waterways
Advise on execution risks during the design and construction phases.
Identify realization risks and contribute to mitigation strategies.
Review work and inspection plans for feasibility and compliance.
Prepare, execute, and report both targeted and non-targeted observations within GRIP.
Communicate findings with contractors and report to the technical manager and testing coordinator.
Participate in SCB assessments, inspections, testing activities, and product evaluations.
Provide technical advice regarding variations, deviations, and execution risks.
Review delivery and completion documentation.
Collaborate closely with project teams, technical specialists, and contractors.
Requirements
Completed an HBO (Higher Professional Education) degree.
Minimum 5 years of relevant experience in the execution phase of large infrastructure projects within:
Contracting
Government
Consultancy or engineering environments
Minimum 5 years of experience as an interim manager and/or project manager.
Valid VOL-VCA certification (Safety for Operational Supervisors VCA).
Strong knowledge of infrastructure execution standards and guidelines.
Experience working within multidisciplinary IPM project teams.
Experience collaborating with technical advisors, specialists, contract management, environmental management, and project control teams.
Knowledge of sustainability within infrastructure projects.
Experience with Rijkswaterstaat processes and systems, including GRIP and CONNECT.
Demonstrated experience with:
System Engineering
Risk-driven working
Verification & validation processes
System-oriented contract management
Professional proficiency in Dutch is required.
