Summary

The County of Volusia is seeking a Civil Engineer II - Design Project Manager for the Engineering and Construction Division. This position is located in DeLand, Florida; and will primarily assist with managing roadway design efforts, overseeing consultant contracts, monitoring progress on multiple projects simultaneously, tracking project schedules and budgets, and organizing project tasks. This position may also do roadway and/or trail design efforts as well as review design plans from consultants.

Examples of duties

• Manages preparation of engineering plans, studies, investigations and reports of findings.
• Oversees review of engineering plans or reports prepared by consulting engineers.
• May be assigned as engineer to a civil site project either as a project manager or as a project engineer responsible for routine design assignments.
• Performs engineering design work on projects as assigned.
• Assists in the planning and directing of an engineering section or unit.
• Leads technicians and/or engineers of the lower level in assigned tasks as directed.
• Prepares preliminary cost estimates on projects.
• Assists in supervision of, construction of, and inspection of complicated highway, structural, drainage, water supply, and sanitary sewerage projects.
• Performs on-site inspections of projects.
• Assists in the planning, supervision, operation and maintenance of major Public Works facilities, including highways, bridges, water supply, sanitary sewage, and drainage facilities.
• Coordinates work with other divisions, contractors, inspectors, etc.
• Prepares solicitation documents.
• Reviews and negotiates consultant contracts.
• Reports on project status.
• Performs specialized civil engineering functions and duties within the division.
• Performs related work as required.
• May be assigned to other county locations based upon operational needs.
• Attends work on a regular and consistent basis.
• Must adhere to Federal, State, County and Local ordinances.
• Responds to emergency situations.
• Performs other duties as assigned.

Qualifications

Graduation from high school or possession of a GED and seven (7) years of experience in Civil Engineering and project management design with emphasis on public works projects.

OR

Bachelor's degree in Civil Engineering and three (3) years of experience in civil engineering design and project management with emphasis on public works projects.

A comparable amount of education, training, or experience may be substituted for the minimum experience.

Must possess and maintain a valid Florida driver's license at the time of hire and maintain thereafter.

Supplemental information

• Knowledge of mathematics through trigonometry and its application to engineering computation.
• Knowledge of the principles and practices of civil engineering.
• Knowledge of modern development, current literature, and sources of information regarding public works design, construction, operation, and maintenance.
• Ability to coordinate and review the work of technical and clerical assistants.
• Ability to perform engineering and inspection work on complicated highways, structural, water supply and sanitary sewerage projects.
• Ability to express ideas clearly and concisely, orally and in writing to groups and individuals.

ADA REQUIREMENTS:

Physical Demands: Sedentary work. Ability to see, talk, grasp; finger dexterity. Limited requirement to traverse construction sites. Visual acuity (depth perception, peripheral vision) necessary to operate motorized vehicles. Finger dexterity. Ability to lift, carry, push and/or pull 15 pounds.

Environmental Demands: Inside work. Limited exposure to construction sites with dust, fumes, chemicals, inclement weather (heat, humidity, cold, rain.)

Mental Demands: Ability to read and comprehend technical and scientific instruments, documents, and literature; legal documents, statutes, instruments; blueprints, layouts, mechanical drawings; memos, instructions, manuals. Ability to write business letters, evaluations, and summaries. Ability to speak clearly and concisely relating information, details and procedures to layman; conversant in theory and practices of discipline. Ability to perform advanced mathematical functions (geometry, trigonometry.) Ability to identify and resolve problems. Ability to analyze data and develop conclusions.
