The Data Analytics Lead (Operations Manager II) serves as a principal data practitioner within Office of Performance and Innovation (OPI), responsible for navigating complex city datasets, surfacing actionable insights, and partnering with operational teams to solve real problems through data. This role combines hands-on data investigation, rapid exploration, and strong stakeholder collaboration to drive Baltimore's data-informed decision-making. A successful candidate should feel equally comfortable sitting with staff to understand operations as they are diving into the underlying data. Reporting to the Deputy Chief Data Officer, the Data Analytics Lead works closely with OPI’s data engineers, data scientists, and Citistat analysts as well as decision makers and data practitioners across agencies. This position leads efforts to understand patterns in city data, connect findings to operational realities, and translate complex information into clear guidance for stakeholders. The role also provides analytical support to agencies and their data staff.
Essential Functions
Minimum Qualifications
Education: Have a bachelor's degree in data science, statistics, economics, natural sciences, or other data-heavy discipline. Candidates with graduate degrees where data investigation and analysis were central to their research are encouraged to apply.
AND
Experience: Have at least five (5) years of experience in applied data science and data analysis, with a proven track record investigating complex datasets and delivering actionable insights.
OR
Equivalency Notes: Have an equivalent combination of education and experience.

Background Check
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.
Probation
All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.
