Job Description

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Civic and Public Administration Expert based in India.

This opportunity is designed for an experienced public-sector professional who understands how complex government organizations operate.
You will use your expertise to create realistic evaluation tasks that help assess and improve advanced AI systems working in civic and public administration contexts.
The work spans government budgeting, regulatory and legislative processes, public policy, constituent services, and intergovernmental coordination.
You will translate real-world public-sector judgment into practical scenarios, reference materials, and rigorous evaluation rubrics.
The role offers the flexibility of fully remote, independent contract work that can be completed on your own schedule.
Your contribution will help make AI systems more capable of navigating the complexity, accountability, and stakeholder considerations inherent in government operations.
It is particularly suited to senior professionals who can combine practical public-sector experience with strong analytical and written communication skills.

Accountabilities:

  • Public-Sector Scenario Development: Create realistic, complex scenarios covering federal, state, and major municipal government operations, including budget appropriations, multi-agency coordination, regulatory processes, and legislative reviews.
  • Civic & Policy Evaluation: Develop tasks covering public policy analysis, constituent service delivery, intergovernmental relations, public communications, regulatory compliance, and related civic functions.
  • Government Systems & Workflows: Incorporate realistic use cases involving government ERP and case-management systems, public records platforms, GIS solutions, constituent relationship management tools, and other public-sector technologies.
  • Policy & Administration Frameworks: Apply established public administration approaches such as policy impact analysis, cost-benefit analysis, administrative rulemaking, and stakeholder engagement to develop reference outputs.
  • Reference Materials: Produce high-quality policy briefs, agency strategies, executive communications, legislative communications, and other materials that reflect authentic government decision-making.
  • Evaluation Rubrics: Create detailed rubrics that distinguish practical senior-level public-sector judgment from generic, theoretical, or textbook responses.
  • Quality & Relevance: Ensure evaluation tasks accurately reflect the regulatory complexity, stakeholder scale, operational realities, and public accountability involved in government environments.
  • Requirements:

    • Professional Experience: At least 5 years of experience in a senior role within a federal, state, or large municipal government agency, or within a major public policy, civic technology, or intergovernmental organization.
    • Program Ownership: Demonstrated experience owning or leading government programs, public policy initiatives, agency operations, or constituent-facing services at meaningful scale.
    • Government Expertise: Strong practical understanding of government processes, including public budgeting, procurement, legislative review, regulatory compliance, stakeholder management, and administrative operations.
    • Public-Sector Technology: Familiarity with the systems and tools commonly used by government organizations, such as ERP, case management, public records, GIS, and constituent relationship management platforms.
    • Analytical Skills: Ability to assess complex public-sector situations, identify relevant considerations, evaluate trade-offs, and develop sound recommendations.
    • Writing & Documentation: Strong written communication skills and the ability to produce clear, structured, professional policy and administrative materials.
    • Evaluation Experience: Previous experience developing evaluation rubrics, public-sector training curricula, policy documentation, or similar structured materials is an advantage.
    • Independent Working Style: Comfortable working autonomously, managing priorities remotely, and delivering high-quality work against defined project requirements.
    • Communication: Strong ability to articulate complex government processes and decision-making considerations clearly and accurately.
