Job Description

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The Department Advocate's Office (DAO) is under the direction of the Deputy Commissioner, is responsible for the prosecution of disciplinary cases against members of the service both uniform and civilian. Their goal of the unit is to ensure that disciplinary matters are resolved in a fair, unbiased, and transparent way for all parties involved.

The DAO is seeking a City Research Scientist, Level III who will work with a team of analysts. As a member of the team, the City Research Scientist III will be responsible for assisting the executive staff with the following:
- Supervise and oversee the enhancement and project development of the disciplinary tracking system utilized within DAO
- Perform trend analysis and assist DAO in conducting research, investigations and the design and execution of future database projects
- Supervise Research Analyst level II
- Development and maintenance of power BI dashboards and reporting
- Articulating data findings in a clear and concise manner to non-data audiences
- Monitoring and analyzing the effectiveness of time frames established for the various case flow procedures
- Identifying trends, demographics and other valuable information to enable the NYPD to take proactive steps related to the discipline of its employees
- Utilizing data to evaluate processes and preparing reports which include detailed analyses and findings
- Conducting long-term and short-term analytic projects to endure the goals of the Department regarding transparency and the expeditious resolution of cases are met
- Collaborating with Attorneys to build process flows and tracking tools for cases
- Ability to prioritize deadlines based on the volume of data requests and source of request

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
