ESSENTIAL FUNCTIONS Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.
- Assume full management responsibility of the design, planning, and construction of capital improvement projects; ensure compliance with appropriate codes, laws, ordinances, and regulations. Assign and review the work activities, products, methods and procedures of staff responsible for performing a wide variety of professional and technical renovations and new development of projects including ADA.
- Assume full management responsibility for the coordination, planning and implementation of assigned projects within the City of Albuquerque, including using the application of design and construction principles for the solution of problems that may arise during the design, scheduling, budgeting, and construction/renovation phases of assigned Capital Improvement projects.
- Provide highly complex support on facilities projects and activities; coordinate project activities with those of other City Divisions and agencies, and outside agencies and organizations.
- Assume management responsibility for professional and technical projects, construction management, inspection and construction administrative services.
- Plan, coordinate, assign and review the work activities, products, methods and procedures of staff responsible for performing a wide variety of professional and technical renovations.
- Manage and participate in the development and implementation of goals, objectives, policies; recommend and administer policies and procedures.
- Develop, monitor and review long and short-term projects; participate in contract negotiations and consultant contract selection; monitor consultant contracts.
- Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend appropriate service and staffing level adjustments.
- Analyze problems, identify alternative solutions, anticipate consequences of proposed actions and implement recommendations in support of the Department of Municipal Development projects. Serve as the primary liaison with other City departments, divisions and outside agencies, for all assigned projects; negotiate and resolve sensitive and controversial issues.
- Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
- Participate in the development and administration of assigned budget; forecast funds needed for staffing equipment, materials and supplies; monitor and approve expenditures; recommend adjustments as necessary.
- Provide responsible staff assistance to the Department Director, Deputy Director and CIP Official.
SUPPLEMENTAL FUNCTIONS:
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of project management and project construction.
- Serve on a variety of committees; prepare and present staff reports and other necessary correspondence
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Perform related duties and responsibilities as required.
Qualifications
Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.
Bachelor's degree from an accredited college or university in public administration, business administration, construction management, engineering, architecture or project management; and
Seven (7) years of managerial project management experience and
To include four (4) years of supervisory experience.
ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico’s Driver’s License, or the ability to obtain by date of hire.
Possession of a City Operator’s Permit (COP) within six (6) months from date of hire.

Office environment; exposure to computer screens; occasional travel to field site to site; occasional exposure inclement weather conditions.
Physical:
Essential and supplemental functions may require maintaining physical condition necessary for sitting for prolonged periods of time; operating motorized vehicles.
