The City of Pearland, TX is seeking to hire a full-time CIP Program Manager to improve aspects of the day-to-day operations of for our Engineering and Public Works department within our Capital Projects division Are you service-oriented? The CIP Program Manager earns a competitive annual wage of $91,486.80- $116,645.68/based on experience and qualifications Additionally, the city pays all premiums for our employees' dental, long-term disability protection, and life insurance, plus the majority portion of the medical premium for employees and their dependents. A DAY IN THE LIFE OF A CIP COORDINATOR

The CIP Program Manager assists the Assistant Director of Capital Projects with administering the City's complete portfolio of infrastructure projects, while balancing budgets, project delivery schedules, and stakeholder interests. The position coordinates daily with engineers, contractors, internal and external stakeholders, and City officials to monitor and report project progress, mitigate risks, and ensure regulatory compliance.

This incumbent works under general supervision, while independently developing work methods and sequences.

Essential Functions:

  • Coordinates the development and implementation of comprehensive, integrated capital improvement plans that support City goals and priorities.
  • Aligns departmental capital programs with the City's Capital Improvement Plan and resolve issues as necessary
  • Monitors the implementation of the City and departmental Capital Improvement Plans.
  • Assist with presentations to Council, P & Z Commission, and any other stakeholders
  • Coordinates and monitors the planning, development, and implementation of the City's general obligation bond programs.
  • Develops and evaluates scope, criteria, and timelines for a variety of projects and program activities.
  • Develops policies and procedures.
  • Collaborates with the Budget Office on program planning and budgeting
  • Prepares milestone projects reports for Administration, public, and outside agencies
  • Manages scheduling, production, and approval tracking of Agenda Requests.
  • Provides oversight and control of contracts and payment applications.
  • Administers capital improvement project budgeting and expenditure controls; review work order changes, monitors project expenses to ensure completion within budget.
  • Interacts with outside funding agencies to track, correct and revise for receipt of funding reimbursements and reviews/comments on contracts for funding agreements.

Knowledge, Skills, and Abilities:

  • Strategic Planning: Ability to develop 5-year Capital Improvement Plan by synchronizing various long-range planning documents with stakeholder needs and funding provisions.
  • Project Oversight: Ensuring projects are delivered on time and within budget.
  • Risk Management: Identifying, tracking, and resolving issues that could impact the program.
  • Technical Knowledge: Understanding of engineering, construction, design, municipal budgeting/financing principles.
  • Communication: Strong verbal and written skills for reporting and stakeholder engagement.
  • Adaptability: Adjusting quickly to changing priorities and circumstances.
  • Prioritization: Distinguishing between urgent and important tasks to meet deadlines.
  • Organization: Managing multiple tasks simultaneously without losing attention to detail.

Minimum Education and Experience Requirements:

  • Requires a Bachelor's degree from an accredited college or university with major coursework in field related to Business Administration, Public Administration, Civil Engineering, or a related field.
  • Minimum of five (5) years of experience conducting activities related to capital budgeting or planning initiatives
  • Minimum of five (5) years municipal governmental budgeting and/or accounting experience.
  • A combination of education and experience may be consisdered.
