Job Description

BLUEHAWK is seeking an experienced CI-HUMINT Source Manager (Mid) to support Army and INSCOM source management, collection management, operational oversight, and intelligence coordination activities. The selected candidate will provide critical support to HUMINT and Counterintelligence operations by managing collection requirements, maintaining Army source management systems, coordinating intelligence requirements across the Army enterprise, and supporting operational planning and policy development.

This position requires a highly organized intelligence professional with extensive experience in source management, HUMINT operations, collection management, and staff coordination within Military Intelligence, the Intelligence Community, or other sensitive intelligence environments.

Responsibilities

  • Identify, validate, prioritize, and task HUMINT collection requirements in support of operational objectives and intelligence priorities.
  • Coordinate Intelligence Collection Requirement (ICR) nominations across the Army enterprise and support collection management activities.
  • Attend and participate in recurring working groups focused on DoD collection management reporting, intelligence requirements, and collection evaluations.
  • Issue, manage, and maintain INSCOM Counterintelligence and HUMINT operational nicknames in accordance with policy and operational guidance.
  • Conduct quarterly, annual, and ad hoc assessments of HUMINT reporting supporting validated operations and collection objectives.
  • Provide executive-level administrative support to the Army functional proponent for DoD HUMINT collection management and source management activities.
  • Augment existing Army manpower supporting legacy and transitioning HUMINT collection management systems and tools.
  • Support the development, coordination, and staffing of Army HUMINT Collection Plans and Operational Directives for senior leadership review and approval.
  • Maintain the Army Source Registry, including account management, access coordination, data integrity reviews, and technical support to INSCOM Major Subordinate Commands (MSCs).
  • Execute Army Source Registry checks and validations in accordance with established policies and procedures.
  • Support development and implementation of Army source management policies, procedures, and operational guidance.
  • Issue, maintain, and administer the Army Field Reporter Number (FRN) database in accordance with applicable regulations and policies.
  • Support Army HUMINT Operations Cell (AHOC) source management activities and operational oversight efforts.
  • Produce strategic assessments, reports, white papers, executive summaries, briefings, and coordination products supporting senior leadership.
  • Coordinate with Army, DoD, and Intelligence Community stakeholders to ensure effective source management, collection synchronization, and operational support.
  • Perform additional duties, responsibilities, and mission support activities as required.

Qualifications

Clearance

  • Active TS/SCI clearance.
  • Must be willing and able to successfully complete a Counterintelligence-Scope Polygraph examination with a No Deception Indicated (NDI) result on a pre-appointment and recurring basis.

Education

  • Bachelor's degree from an accredited institution.

Certifications

  • No specific certification required.

Military / Government Training

Must have completed one of the following:

  • Military Intelligence Officer Course.
  • Senior Noncommissioned Officer Intelligence Course.
  • Intelligence Community equivalent leadership or intelligence training program.

Required Experience

  • 8+ years of full-time Counterintelligence (CI) or HUMINT source management experience within the Department of Defense or Intelligence Community.
  • 5+ years of experience supporting strategic Military Intelligence, Intelligence Community, CI, HUMINT, Signature Reduction (SR), or other sensitive intelligence activities.
  • 3+ years of experience working with DoD HUMINT databases and source management systems.
  • 5+ years of staff or action officer experience supporting an intelligence organization, including:
    • Managing staffing actions
    • Coordinating personnel actions
    • Organizing senior-level meetings and briefings
    • Tracking and maintaining action item accountability
    • Disseminating information across organizations

Required Knowledge & Skills

  • Advanced proficiency with Microsoft 365 applications, including Word, Excel, PowerPoint, Teams, and SharePoint.
  • Strong understanding of CI/HUMINT operations, source management, collection management, and intelligence requirements processes.
  • Experience maintaining source management databases and supporting operational oversight activities.
  • Demonstrated experience developing executive correspondence, memorandums, briefing materials, and official intelligence communications.
  • Knowledge and experience applying Intelligence Community Directives (ICDs), including:
    • ICD 203 – Analytic Standards
    • ICD 206 – Sourcing Requirements
    • ICD 300 – Collection Management
    • ICD 501 – Discovery and Dissemination
    • ICD 704 – Personnel Security
    • ICD 707 – Counterintelligence and Insider Threat
  • Experience supporting intelligence oversight, source registry management, and collection management governance.
  • Strong written and verbal communication skills.
  • Ability to work independently and manage multiple competing priorities in a dynamic operational environment.
  • Strong organizational and stakeholder coordination skills.

Preferred Qualifications

  • Experience supporting INSCOM, Army HUMINT Operations Cell (AHOC), Army G2X, DIA, or Intelligence Community HUMINT organizations.
  • Experience managing Army Source Registry activities and source management programs.
  • Experience supporting HUMINT collection plans, operational directives, and collection management boards.
  • Experience administering HUMINT databases, field reporter programs, or source management systems.
  • Experience briefing senior military leaders, General Officers, SES personnel, and Intelligence Community stakeholders.
  • Familiarity with HUMINT collection requirements management, operational deconfliction, and source validation processes.
