We are looking for a Country Level HSSE Lead for our Property Management Business

(Beijing, China) - Internal Job Profile: P3

We are seeking an experienced & qualified HSSE Manager to join our team. The HSSE Manager will be responsible for JLL property management business line and driving compliance with the teams on JLL’s HSSE management system and country specific regulation across China.

Main duties to include the following but are not limited to as other duties may be assigned:

• Lead the deepening, refinement, and consistent operationalization of the HSSE Management System and application of HSSE risk management for the company’s staff and sub-contractors.

• Embed the HSSE Management System at the account/site level - translating policy into daily practice, enabling teams to consistently meet JLL HSSE requirements.

• Provide guidance and advice on HSSE management at all levels of the organization.

• Establish effective relationships and work closely and co-operatively with leadership teams, operational teams, the client, contractors and external regulatory authorities.

• Identifying national legislative standards and best practice.

• Provide regular updates and training on key legislative changes that impact on the accounts/sites.

• Ensure that related statutory regulations and the company’s safety regulations are implemented.

• Provide guidance to account/site on how to complete competent assessments of all HSSE risks and report on the control of that risk.

• Implement and enforce robust controls for high-risk work - including working at height, hazardous chemicals handling, energized electrical work, and confined space entry etc. - ensuring full compliance with JLL standards, local regulations.

• Manage HSSE incident reports and assist in the investigation of HSSE related accidents / incidents and record all findings to prevent recurrence.

• Lessons learned sharing to support staff awareness and remedial action plan.

• Roll out annual HSSE plan and specific HSSE KPIs as agreed in line with leadership team, track & document HSSE performance matrix and drive traction with the account teams on the leading HSSE indicators.

• Devise and implement a training program.

• Liaise with HSSE management specialists elsewhere in JLL to ensure common standards of best practice are achieved throughout the company’s worldwide business.

• Secure the development of a positive, proactive HSSE culture at all levels throughout the organization

• Develop and implement as appropriate, HSSE initiatives, to develop a positive and sustainable culture.

Essential Criteria:

• Bachelor’s or advanced degrees in HSSE related education field with 10+years’ experience.

• A recognized health and safety qualification - national registered safety engineer certification is preferred.

• Relevant HSSE experience in a similar environment (Property Management, Facilities Management, HSSE Consultancy or other environment with client-facing responsibilities).

• Must be willing and able to travel nationally as deemed necessary to fulfil the role.

Critical Competencies:

• Good communication skills, both verbal and written, with ability to deal with all people at all organizational levels, internally and externally.

• Ability to lead and influence internal and external stakeholders to achieve improved HSSE performance.

• Be able to translate HSSE initiatives into realistic, simple plans for the operations.

• Able to enforce HSSE compliance, highlight issues, resolve conflicts and push for HSSE improvements.

• Ability to demonstrate initiative and show foresight in relation to existing and potential problems.

• Excellent training skills and organizational skills.

• Fluent in English, local language.
