The HR Operations Manager leads China HR Operations and builds a strategic, technology-enabled function that delivers compliant, scalable employee services and measurable business value. The role drives transformation, process improvement and team capability across businesses and legal entities.
As a key member of the Global HR Operations organization, this role partners closely with the Global HR Operations Leader and Regional HR Operations Managers to advance global initiatives, share best practices, and drive alignment on operational standards, service delivery, and transformation priorities.
· Lead end-to-end employee lifecycle operations, workforce data, time and attendance support, documentation and government-related processes within the global service catalog.
· Ensure accurate, timely and compliant delivery through clear ownership, controls, service standards and escalation paths.
· Build scalable, resilient operations through standardization, knowledge management, cross-training and continuous improvement.
· Serve as HR Operations FSA and functional lead for the GTA-China GaiaWorks deployment, representing operational, business and local compliance requirements.
· Translate business needs into requirements, process decisions, test scenarios, controls and readiness actions.
· Align HR Operations, Payroll and Benefits, Business HR, HR Technology, global teams and vendors.
· Engage in testing, change adoption, cutover, issue escalation, hypercare and transition to sustainable operations.
· Partner with HR leaders to anticipate growth, workforce and service needs.
· Design scalable HR solutions for expansion, integrations, transitions and changing workforce requirements.
· Evaluate service models based on customer value, risk, readiness, capacity and total cost.
· Empower team to redesign work and prioritize automation, self-service and AI to improve quality, speed, capacity and customer outcomes while maintaining privacy, compliance and security controls.
· Define and monitor measures for quality, adoption, customer experience, control effectiveness and efficiency.
· Use workforce and operational data to identify risks, trends, improvement opportunities and business implications.
· Ensure data quality and compliance with employment requirements, internal policies, privacy and control standards.
· Embed preventive controls and partner with Legal, Compliance, Business HR and Payroll on complex issues, audits and remediation.
· Lead and develop a high-performing team with strong accountability, customer focus and continuous improvement discipline.
· Build capability in business acumen, consulting, change mangement, project delivery, process design, data, digital tools and risk management.
· Create stretch opportunities, knowledge continuity, and foster candid feedback, learning and collaboration.
· Bachelor’s degree in human resources, Business, Management, Information Systems or a related field.
· Progressive HR Operations, shared services or HR transformation experience, including people leadership in complex stakeholder environments.
· Proven delivery of HR technology implementations, process transformation, operating-model change or large cross-functional programs.
· Strong knowledge of China HR operations, employee lifecycle processes, time and attendance, data governance, compliance and service controls.
· Ability to translate business needs into scalable processes and technology solutions.
· Strong vendor governance, change management, problem-solving and stakeholder-influence skills, with the ability to influence and communicate effectively across global and regional teams in English.
