TITLE: Child Rights Governance (CRG) Advisor (FOR MYANMAR NATIONAL ONLY)

CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.
ROLE PURPOSE:
The Child Rights Governance (CRG) Advisor provides technical leadership for the CRG Program. S/he is responsible for ensuring program quality for the program in close collaboration with the program operations team. S/he works closely with the SC member technical focal points and internal stakeholders to maximize program impact. The CRG Advisor works closely with REALM on Country Strategy monitoring and reporting, program learning, research and evaluation findings that can be used in our advocacy, continuous improvements, innovation and new program design.

KEY AREAS OF ACCOUNTABILITY :
Program Strategy, Design and Development
• Provide technical leadership on child rights and advocacy, including country strategy monitoring and reporting.
• Encourage and facilitate implementation of a Strategic Learning Agenda for child rights programming in Myanmar for systematic and a coordinated approach to evidence generation and learning.
• Work with other teams (BD, Ops, Awards, PIU) to develop funding strategies and proposals to expand and adapt the child rights portfolio in line with strategic priorities, technical best practice, and research/learnings from current/past programming. This involves continuously developing concepts and innovations and packaging them for a range of donors, both for proactive and reactive fundraising efforts.
• Identify and pursue opportunities for synergistic, inter-sectoral programs to address the holistic needs of children, especially the most deprived.
Technical support and capacity building:
• Overall responsibility to ensure quality of SC’s child rights programming in Myanmar
• Integrate learning across the sectors, ensuring coherence of technical approaches across programmes, identifying best practice, and ensuring inter-sectoral complementarity.
• Develop strategies to ensure gender equity, social and disability inclusion, child participation and beneficiary accountability in all programmes.
• Ensure that interventions are evaluated using appropriate methods, including process and impact evaluations, and that evidence is rigorously maintained, documented and disseminated internally and externally, to contribute to improvements in programme quality and advocacy efforts.
• Working closely with MEAL, ensure that all programs have and follow the recommended MEAL practices throughout the program cycle.
• Ensure that quality benchmarks are developed for key interventions, as well as all new projects; ensure that ongoing analysis of quality benchmarks is used for adaptive management and programme quality improvement
• Share experience and organizational learning with other offices and relevant organizations across the world.
• Proactively attend and support coordination and information sharing meetings across departments.
• Strengthen the capacity of CRG staff and ensure adequate technical support to program managers and the operation teams for the effective implementation and monitoring of programme activities.
• Support the CRG teams in identifying and supporting civil society partners including: partner assessment/risk analysis, capacity building planning and technical support/training
• Identify key learning opportunities and processes from the CRG program and proactively design and organise opportunities to share key lessons to inform project and program design
• Provide technical input and support to staff developing and implementing emergency preparedness plans and response programs
Representation, Coordination and Networking:
• Support the identification, selection, technical capacity strengthening and monitoring of new partners in child rights.
• Ensure that the country office has effective child rights technical representation on national, regional and international networks and forum, and that we participate in conferences/meetings that will enhance our reputation and programming

QUALIFICATIONS
• University degree in international relations or social sciences or other relevant field
• A minimum of five years’ work experience on child rights and stakeholders engagements related to child rights, networking and cooperation with various partners, particularly civil society organisations
EXPERIENCE AND SKILLS
Essential
• An in depth understanding of the child rights reporting, International and National humanitarian laws, and policies
• Experience in rights and governance programme design, proposal development, monitoring and evaluation frameworks
• Familiar with child well-being and service system strengthening, including operating environment analysis and policy engagement.
• Ability to analyse information, evaluate options and to think and plan strategically
• Ability to negotiate and develop working relations among diverse and complex internal and external actors and stakeholders
• Fluency in written and spoken Myanmar and English
• Excellent interpersonal communication skills
• Commitment to and understanding of Save the Children’s aims, values and principles.
• Ability and willingness to travel domestically and internationally when required.
Desirable
• Experience of program management in different sectors of the development field and understanding of integrating rights activities/ inter-sectoral complementarity

1. Promote the message of child safeguarding to colleagues in other organizations and government ministries, children in their own and beneficiary families, and community members in general.
2. Take all necessary and appropriate steps to prevent fraud, bribery, and corruption within their areas of responsibility, report and respond to all incidents and concerns and comply with the Counter-Fraud, Bribery and Corruption Policy and Procedure
