Description of Work

The Child Care Consultant supports child care licensing by assisting potential and current providers in understanding and meeting state child care requirements. It monitors licensed centers and homes for compliance, conducts investigations into alleged violations or illegal operations, and provides guidance to help facilities maintain safe, high‑quality environments for children.

This role operates from a home‑based setting within the service region and requires independent planning and management of daily work activities. It involves frequent communication with providers and stakeholders to address concerns, clarify requirements, and support regulatory compliance. The position also requires the use of computer software applications, including Word and Excel, to complete documentation and reporting tasks.

Key Duties Include:

  • Assist potential and current child care providers in achieving and maintaining compliance with state child care licensing requirements.
  • Monitor licensed centers and homes to assess compliance with regulatory standards and document findings.
  • Investigate reports of violations, including allegations of unlicensed child care operations, and determine appropriate follow‑up actions.
  • Evaluate facility practices and environments to identify non‑compliance and provide guidance for corrective measures.
  • Conduct interviews, gather information, and review documentation when investigating complaints or alleged violations.
  • Communicate regulatory requirements to providers in clear, professional language to support consistent understanding and application.
  • Use computer software applications such as Microsoft Word and Excel to prepare reports, maintain records, and complete required documentation.
  • Manage daily work independently in a home‑based environment while maintaining timely communication with supervisors and providers.
  • Support child care providers in resolving compliance issues by offering consultation and technical assistance.
  • Maintain professionalism and composure while working in stressful or sensitive situations involving providers or families.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $52,592.00-$92,036.00

Recruitment Range: $52,592.00-$63,910.00

  • Demonstrated intermediate proficiency using Microsoft Word and Excel to complete licensing documentation, prepare written reports, and maintain organized electronic records of monitoring and investigation activities.
  • Proven experience evaluating child care environments by reviewing documentation, observing practices, and assessing compliance with established licensing requirements.
  • Demonstrated success conducting investigations into reported violations by gathering information, interviewing involved parties, and determining appropriate follow‑up actions.
  • Established record of providing consultation and technical assistance to child care providers to strengthen compliance practices and support ongoing quality improvement.
  • Consistent history of maintaining professionalism and composure while managing stressful or sensitive situations during monitoring visits, investigations, and provider interactions.

The Regulatory Services Section monitors and licenses all childcare programs in North Carolina.
