This open competitive advertisement is for a SES (Selected Exempt Service) position located at Central Office in Tallahassee, FL in the Office of Information Technology.

The Chief Technology Officer (CTO) serves as the senior executive responsible for the strategic direction, design, and operation of the organization’s technology infrastructure, platforms, and enterprise systems. The CTO ensures that technology services support

the mission of the organization while supporting the highest standards of reliability, cybersecurity, and regulatory compliance. This position is not a telework position and is required to report to the FDC office in the area it serves.

JOB DUTIES:

This position works within a highly regulated environment responsible for protecting Criminal Justice Information (CJI) and Protected Health Information (PHI). The CTO ensures that technology platforms align with applicable regulatory frameworks including the FBI CJIS Security Policy and the Health Insurance Portability and Accountability Act (HIPAA).

  • Enterprise Technology Strategy: Develop and support the agency’s enterprise technology strategy and roadmap, aligning initiatives with strategic goals and regulatory requirements.
  • Modernization Leadership: Lead modernization efforts, including cloud services, digital platforms, infrastructure automation, and service delivery improvements.
  • Emerging Technology Evaluation: Assess emerging technologies and their applicability to the agency’s mission objectives.
  • Infrastructure Management: Direct the design and management of enterprise infrastructure, including data centers, cloud services, networking, storage, and endpoint platforms.
  • Security and Compliance: Ensure technology platforms meet CJIS, HIPAA, and other regulatory standards, and support audits and compliance reviews.
  • Governance and Risk Management: Implement governance processes for system lifecycle management, security planning, and technology risk management.
  • Cybersecurity Collaboration: Partner with cybersecurity leadership to ensure platforms support identity management, encryption, monitoring, and secure access controls, while participating in incident response planning.
  • System Resilience and Continuity: Oversee enterprise backup, disaster recovery, and business continuity capabilities to ensure high availability of mission-critical public safety and healthcare systems.

REQUIREMENTS:

  • Must have experience managing technology platforms in regulated environments such as:
    • CJIS-compliant law enforcement systems
    • HIPAA-compliant healthcare systems
    • Federal or state government IT systems
  • Must have experience leading multi-disciplinary teams (network, infrastructure, cybersecurity, application development, cloud service).
  • Must have experience with DevOps delivery.
  • Ability to develop and execute enterprise technology strategy aligned with organizational goals.
  • Strong communication effective communication skills for presenting technology strategy to executives, boards, and regulate authorities.
  • Experience in vendor management and contract negotiation for enterprise technology solutions.
  • Proven ability to drive technology innovation while maintaining supporting compliance and operational reliability.
  • Must be willing to report on job site in Tallahassee, FL.
