Chief Security Officer (CSO) – Highway / Earthworks Project

Department: Security & Risk Management
Reports To: Project Manager / Project Director
Employment Type: Full-Time (Site-Based)
Location: Oyo State (Highway Project Corridor toward Kwara State)
Industry: Construction / Infrastructure / Heavy Civil Engineering Projects
Experience Required: 8–12+ Years
Salary Range: ₦220,000 – ₦480,000 (Gross Monthly, based on experience and background)

We are seeking an experienced and highly disciplined Chief Security Officer (CSO) to lead all aspects of site security, personnel safety, asset protection, and risk management for a large-scale highway and earthworks construction project.

The successful candidate will be responsible for safeguarding personnel, heavy equipment, fuel stores, construction materials, and critical project infrastructure in a high-value and operationally sensitive environment.

This role requires strong leadership, crisis management capability, and the ability to coordinate effectively with security agencies, local communities, and internal project stakeholders.

Key Responsibilities

Security Strategy & Site Protection

  • Develop, implement, and manage comprehensive site security strategies, policies, and operational procedures across the entire project site.

  • Ensure continuous protection of personnel, equipment, materials, and infrastructure.

  • Establish and maintain strong perimeter security systems and access control measures.

Personnel & Access Control Management

  • Supervise and coordinate all security personnel, guards, and site security supervisors.

  • Manage deployment schedules, shift rotations, training, and performance monitoring of security staff.

  • Control and monitor access to site premises, including workers, subcontractors, visitors, and vehicles.

Asset & Infrastructure Protection

  • Safeguard high-value assets including heavy equipment, fuel storage, materials, and site installations.

  • Conduct regular patrols and surveillance operations to prevent theft, vandalism, and unauthorized access.

  • Ensure strict monitoring of material movement in and out of site locations.

Risk Management & Incident Response

  • Conduct security risk assessments and threat analysis for all site operations.

  • Implement preventive security measures and mitigation strategies.

  • Investigate security breaches, thefts, or incidents and prepare detailed reports.

  • Coordinate with law enforcement agencies (Police, NSCDC, and others) where necessary.

Stakeholder & Community Relations

  • Maintain effective working relationships with local communities, traditional rulers, and host stakeholders.

  • Support intelligence gathering and community engagement to ensure project stability.

  • Manage conflict resolution related to security or site access issues.

Emergency & Crisis Management

  • Develop and implement emergency response and crisis management plans.

  • Coordinate rapid response during security threats, disruptions, or emergencies on site.

  • Ensure preparedness of all security personnel for emergency scenarios.

Compliance & Reporting

  • Ensure compliance with Nigerian security regulations and internal company standards.

  • Maintain accurate security logs, incident reports, and operational documentation.

  • Provide regular security updates and reports to project leadership.

Training & Capacity Building

  • Conduct regular security briefings and training for site staff and subcontractors.

  • Improve security awareness across all levels of project personnel.

Requirements & Qualifications

  • Bachelor's Degree or HND in Security Management, Criminology, Social Sciences, or related field.

  • Military or law enforcement background is a strong advantage.

  • Minimum of 8–12+ years of security operations experience.

  • At least 4–5 years in a senior security leadership role (CSO or equivalent).

  • Experience in large-scale construction, infrastructure, or earthworks projects is highly required.

  • Strong knowledge of site security operations in highway or road construction environments.

  • Excellent leadership, communication, and crisis management skills.

  • Ability to operate effectively in remote and site-based environments.

  • Physically fit and willing to reside on-site throughout project duration.

Preferred Experience

Candidates with experience in major infrastructure and construction firms will be highly preferred:

  • Julius Berger Nigeria Plc

  • China Civil Engineering Construction Corporation (CCECC) Nigeria

  • Dantata & Sawoe Construction Company

  • Setraco Nigeria Limited

Military, paramilitary, or intelligence background will be an added advantage.

Salary & Benefits

  • Monthly gross salary: ₦220,000 – ₦480,000 (based on experience and seniority)

Work Environment

This is a full-time site-based role in Oyo State (highway corridor toward Kwara State) The role requires full-time presence on site and active coordination with security personnel and project teams in a high-security-risk operational environment.
