Job Description

Reports to: Project Manager

Direct Reports: Deputy CRE, Senior Civil Resident Engineer (Dams & Spillway), Senior Resident Geologist, Senior Civil resident Engineer (Powerhouse & Structures), Senior Civil Resident Engineer (Infra & Roads), Senior Civil Resident Engineer (Resettlement), Senior Mechanical Resident Engineer, Senior Electrical Resident Engineer, Senior Resident Engineer (Regulatory), Resident Engineer (QA/QC), Resident Contract Engineer, Resident Scheduler, Senior Commissioning Resident Engineer, Senior Surveyor and Administration staff.

The Chief Resident Engineer’s responsibilities include:

- Responsible for leading a site-based team numbering over 90 who supervise the three contract packages (Civil, Electrical & Mechanical & Resettlement) to ensure the contracts are complied with. The site-based team is a blended team, comprising a mix of consultant’s staff and staff seconded from the client.

- On-site liaison and coordination with the Client and the Contractors.

- Provides safety and environmental compliance leadership, to ensure these activities have the focus they need.

- Ensure that there are robust arrangements to carry out the site supervision and contract management functions on site, including:

o Ensure there are robust processes in place to manage staff availability and rosters, with appropriate staff available to manage the contractors’ compliance with their contracts.

o Ensure contact management staff process routine progress claims.

o When issues arise that have the potential to cause variation and/or Extension of Time claims, that these are addressed pro-actively to safeguard the interests of the client.

o Ensure submittals and requests for information from the contractors are dealt with in an appropriate and timely manner. Seek additional specialist input from the Design Office in KL as required.

o Ensure there is a robust process for managing and storing site documentation.

o Work with the Contractors on rectification plans if the work falls behind schedule or over-budget or has significant compliance issues (quality, safety & environmental).

o Manage the commissioning process and issuing of taking over certificates.

o Manage regular communication processes with the contractors and the client, via letters, meetings and minutes, and specific project documentation such as progress reports, inspection reports and reports on specific issues.

o Ensures that project completion activities are completed, such as compiling construction records, commissioning reports, construction reports, as-built drawings, O&M Manuals and handing these over to the client.

o Ensure that the QA system is active and functioning.

o Provide input into regular updates of risk management plans and assist with addressing risk-related queries from the client and insurers.

o Ensure that legal requirements and project approval conditions are complied with.

o Where the CRE becomes aware of issues arising in the local community, these are to be referred to the client’s Site Manager for resolution.

- Exercise powers and authorities that have been delegated by the Engineer under FIDIC. (The Engineer role is fulfilled by the Project Manager)

- Actively responds to new risks that emerge, such as unexpected geological conditions, extreme weather, transport interruptions, local stakeholder unrest, working with the client and contractors to minimise the impact of these emergent risks.

- Manages performance of direct reports via 6 monthly performance appraisals and ensures that Direct Reports manage their staff performance.

Approves internal administration documents such as expenses claims, leave applications etc.
