General Summary:

Manages the daily operation of the Train Control Center and Rail Operations Controllers. Responsible for real time oversight and coordination of train movements and maintenance activities on Dart's light rail system.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develops and implements delay management strategies and coordinates alternative operating plans with internal departments and external agencies.
  • Presides over weekly track allocation meeting and approves and coordinates all maintenance activities along the right of way.
  • Notifies senior management of rail related incidents/accidents, service delays, unusual occurrences and serves as a liaison with public safety agencies during emergency situations.
  • Supervises the activities of Rail Operations Controllers in their job responsibilities and in the enforcement of standard operating rules and procedures.
  • Serves as representative on Rules and Procedures Committee.
  • Executes and recommends changes to standard operating rules and procedures.
  • Assists with interviewing, selecting, evaluating, counseling, certifying, re-certifying and disciplining of subordinate personnel in accordance with established policies and procedures.
  • Prepares and reviews daily operation reports, analyzes operating statistics, recommends service changes/modifications, coordinates special tours, train movements and special event operation.
  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor’s degree from an accredited University in Business Management, Public Administration, Transportation or related field.
  • Six (6) years of progressively responsible experience working in a transportation or complex multi-tasking environment to include one (1) year rail operator experience and two (2) years as a Rail Operations Controller.
  • Incumbents are subject to the federal testing regulations of safety sensitive positions, which include random Alcohol and drug testing as a condition of continued employment.
  • Must attend in house supervisory training classes during first year in position.
  • Knowledge of departmental policies and procedures.
  • Personal computer (PC); software applications such as word processing, spreadsheet, and database.
  • Ability to demonstrate proficiency in sectionalizing the traction electrification system. Thorough knowledge and ability to demonstrate proficiency in the Supervisory Control and Data Acquisition System (SCADA) and the Rail Transit Operating Principles and Procedures.
  • Selective Attention -- The ability to concentrate on a task over a period of time without being distracted and capable of multitasking while performing job duties.
  • Reaction Time -- The ability to remain calm and respond quickly during emergencies or abnormal situations.
  • Communicating with Management, Supervisors, Peers, Subordinates or internal/external customers- Providing information to DART employees and customers by radio, telephone, in written form, e-mail, or in person in a professional manner during stressful or normal situations.
  • Analyzing Data or Information - Identifying the underlying principles, reasons, or facts of information by breaking down information or data into separate issues/categories.
  • Critical Thinking - Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Making Decisions and Solving Problems- Analyzing information and evaluating results to choose the best solution and solve problems.
  • Active Listening- Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.
  • Evaluating Information to Determine Compliance with Standards- Using relevant information and individual judgment to determine whether events or processes comply with rules, SOP, regulations, or standards
  • Ability to be mobile and occasionally, 15%-25% of the work time, lift objects weighing 5 -20 pounds such as books, binders, or files.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
