Status: Exempt, Full-Time

Salary up to $125,000 annually

100% In person

Under the direction of the President/CEO, this combined role provides strategic leadership and operational oversight for programmatic services, corporate compliance, and agency operations, ensuring alignment with Lifespan’s mission and goals. The position ensures adherence to federal and state regulations, including Medicaid, Medicare, HIPAA, and Lifespan’s Code of Conduct, while fostering a culture of integrity and compliance across the organization. The COO acts as a key liaison between program staff, senior management, and the Board of Directors.

Key Responsibilities

Program Operations

  • Directly oversee assigned departments, including hiring and supervising division leaders and department directors.
  • Ensure adherence to agency policies, procedures, and professional standards in aging services.
  • Develop and maintain agency-wide quality assurance systems; monitor service quality and customer satisfaction.
  • Partner with CFO and monitor fiscal performance across departments.

Strategic Planning & Development

  • Implement strategic goals in collaboration with senior management.
  • Design and launch new programs and services aligned with community needs.
  • Coordinate cross-functional initiatives to improve operational efficiency.

Staff Development & Supervision

  • Provide coaching, training, and performance monitoring for division leaders, program directors, and managers.
  • Support professional development needs in partnership with HR.

Oversight

  • Work with Chief Financial Officer to develop and monitor agency wide budgets
  • Act a liaison between program operations and finance
  • Corporate compliance

Committee & Liaison Roles

  • Facilitate Corporate Compliance Committee, Program Managers Meetings, LIFE Committee, and Operations Committee.
  • Serve as liaison with external partners (United Way, Monroe County Office for Aging, Ontario County Office for Aging, NYS DOT, etc.).

Requirements

Qualifications

  • Bachelor’s degree in business administration, Healthcare Management, or related field required; Master’s degree preferred.
  • Minimum of 7 years of progressive leadership experience in operations and compliance within a healthcare or social services organization.
  • Comprehensive knowledge of regulatory requirements including HIPAA, Medicaid, and Medicare.
  • Strong strategic planning, fiscal management, and staff development skills.
  • Excellent communication, problem-solving, and organizational abilities.
  • Strong understanding of aging services and community-based programming.
  • Ability to manage complex budgets and cross-departmental initiatives.
  • Proven experience leading operations, teams, or large initiatives
  • Strong execution mindset—you get things done
  • Comfortable making decisions with incomplete information
  • Excellent communicator who can align people around a plan
  • Organized, structured thinker who simplifies complexity
  • Able to zoom in on details and zoom out to see the big picture
  • Experience in growing or changing organizations is a plus

PHYSICAL AND MENTAL REQUIREMENTS

  • Strong written and computer skills needed.
  • Majority of the work is done at a desk or personal computer station.
  • Interface with all levels of personnel.
  • Ability to maintain composure under strict deadlines.
  • A large portion of the job requires attending meetings both in the office and at other agencies.
  • Ability to multi-task while paying attention to detail.
  • Ability to work in multi-cultural situations.
