Department Overview – Transportation and Infrastructure (TIN)
The Department of Transportation and Infrastructure is responsible for developing, maintaining, and operating the systems that connect Nunavut’s communities and support
government operations across a vast and remote geography. This includes transportation infrastructure, public facilities, procurement, and territory-wide IT and telecommunications services.
Under TIN, the Information Management / Information Technology (IM/IT) Division delivers secure, reliable, and resilient technology services across government, encompassing data governance, cybersecurity, service management, and emerging technologies.

The Opportunity
Reporting to the Corporate Chief Information Officer (CCIO), the COO will lead the establishment and operation of the Fiber Commercialization Division. This role has full accountability for the delivery of high-quality wholesale data services to major ISP clients and for the operational readiness of Nunavut’s undersea fiber cable infrastructure.
The position includes two direct reports:
· Director, Business & Operations – Internet Service Provider (ISP)
· Director, Business & Operations – Transportation
The COO is accountable for the stewardship of a minimum of $300M in GN telecommunications assets and may represent the Government of Nunavut in external forums related to cybersecurity, infrastructure resiliency, and telecommunications partnerships.

Key Responsibilities
· Establish and operationalize the Fiber Commercialization Division ahead of asset commissioning
· Lead procurement and proposal processes for technical services, vendors, and infrastructure
· Build and operate a lean, high-performing wholesale carrier business
· Drive revenue growth, P&L performance, service reliability, customer satisfaction, and uptime
· Oversee network operations with a strong safety-first culture and incident-free execution
· Lead risk management practices protecting staff, customers, and the public
· Maintain strong relationships with ISPs, vendors, partners, communities, and stakeholders
· Ensure provisioning and service delivery across data centres, cable landing stations, and points of presence
· Support GN-wide cybersecurity and infrastructure resiliency initiatives as required

Qualifications & Experience
Education
· Graduate degree in telecommunications, computer science, information technology, information management, business management, or a related field
· Equivalent combinations of education and experience will be considered
Experience
· Minimum 8 years in the telecommunications sector (planning, procurement, deployment, operations)
· Minimum 5 years in senior management with P&L accountability
· Minimum 5 years managing wholesale data carriers and/or ISP operations, including:
o Oversight of $5M+ annual revenue
o Mission-critical network deployment and operations with near-100% uptime
· Demonstrated change management experience
· Strong experience with ISP operations and business management systems

· Fluency in Inuktut, English, and/or French is an asset
· Knowledge of Inuit culture, Inuit Qaujimajatuqangit, and northern or cross-cultural work environments is considered an asset
