The Bureau Chief for Vendor and Contracted Services works closely with division leadership, contractors, auditors, other agencies and stakeholders to develop and maintain complex and comprehensive statewide system of vendor registration, contracting, grants management, and monitoring. The system ensures that vendors are qualified to perform or deliver the services purchased by the division, that contracts and grants are developed to meet applicable state & federal laws and division policy, and that contracted services result in tangible deliverables and effective service delivery. The system also includes monitoring and quality assurance to ensure that contractors perform in accordance with the terms and conditions of the contract. Monitoring may also address the performance of non-contracted vendors, as needed. The role of the system also includes outreach to educate, train and market to stakeholders regarding the VR contracts and grants program and maintaining collaborative partnerships to serve the best interests of DVR customers. This position will ensure that processes that facilitate monitoring are integrated into contract management and that relationships across the bureau are collaborative.

• Oversees the planning, procurement, negotiation, development, execution, management and monitoring of DVR contracts;
• Recommends, develops and/or implements policy and appropriate manuals and training;
• Provides technical assistance and consultation to bureau and other DVR staff, providers, and contractors;
• Assists with reviewing and developing DVR guidelines, policies and procedures relating to contract and grants management;
• Works with Planning and Performance to facilitate the collection, analysis and reporting of complex statistical data in order to evaluate the performance of the bureau, capitalize on opportunities for improvement, and take corrective action whenever necessary in order to optimize the bureau’s performance ;
• Prepares special reports, briefing reports, newsletter articles and correspondence, as requested;
• Develops, directs and conducts presentations or training to contractors, field staff or other stakeholders;
• Researches and resolves contract, grant, budget, and/or procurement issues and works with others, as appropriate, to resolve problems and concerns;
• Researches issues, coordinates policy changes and makes recommendations to other agencies, contractors and DVR leadership, as appropriate, to ensure an effective vendor and contracted services system;
• Responds to all audit requests and findings, ensuring that corrective action plans are created and implemented in established timeframes;
• Oversees the development, execution, management, and monitoring of new services procured via MyFloridaMarketPlace.
• Oversees and manages Provider Liaisons deployed in each VR Area who are responsible for training, managing, and monitoring both contracted and fee-for-service providers working in their areas; and
• Acts as the liaison with other agencies, contractors, program staff and DOE staff with respect to contract and grant activities.

• Leading internal agency audit communications, serving as an alternate contact for the REACH Office for VR-specific activities, as well as taking point for all the Division’s rulemaking, providing leadership to the Divisions additional four bureaus.
• Additional leadership duties typical to the Deputy Director in an interim capacity.

BACKGROUND SCREENING REQUIREMENT
