Salary Range: $106,163.00 - $159,245.00 SalarySCOPE:
The Chief of Staff serves as a strategic advisor and operational leader to the Executive Director, driving organizational priorities, enhancing executive decision-making, and ensuring alignment across the Oklahoma City Housing Authority (OCHA). This role functions as an extension of the Executive Director, providing leadership in policy development, cross-functional coordination, and execution of high-impact initiatives. The Chief of Staff plays a critical role in strengthening governance, ensuring compliance with HUD regulations, advancing strategic partnerships, and improving organizational performance. This position leads complex projects, facilitates communication between the Executive Office, Board of Commissioners, and departments, and ensures the Authority operates efficiently, transparently, and in alignment with its mission.
ACCOUNTABILITY:
Directly responsible to the Executive Director.
EXAMPLES OF WORK PERFORMED:
The Chief of Staff serves as a trusted advisor to the Executive Director, providing strategic counsel on organizational priorities, policy decisions, and operational challenges. This role translates the Executive Director’s vision into actionable strategies and ensures alignment across departments. The Chief of Staff leads and manages strategic initiatives that advance the Authority’s mission, including housing stability, resident services, and community development, while overseeing the tracking and execution of key organizational goals and performance metrics.
The Chief of Staff leads the coordination and preparation of materials for the Board of Commissioners, including agendas, resolutions, and briefing documents, ensuring accuracy, timeliness, and compliance with governance standards. Serving as a key liaison between the Executive Office and the Board, this role ensures clear communication, transparency, and follow-through on Board directives. The Chief of Staff also supports Board engagement, policy development, and informed decision-making.
In this capacity, the Chief of Staff monitors and interprets federal, state, and local regulations, including HUD directives, and advises leadership on their operational and policy implications. The role ensures organizational compliance with all applicable requirements, including funding regulations and reporting standards. The Chief of Staff guides the development and implementation of policies that promote accountability, integrity, and program effectiveness, while supporting internal audits, assessments, and continuous improvement efforts.
The Chief of Staff drives cross-departmental coordination to ensure the effective implementation of Executive Office priorities. This includes overseeing performance management processes, supporting program evaluation efforts, and identifying opportunities to improve operational efficiency and service delivery. The role facilitates problem-solving across departments, removes barriers to execution, and advances data-informed decision-making to enhance resident outcomes.
Acting on behalf of the Executive Director, the Chief of Staff represents the Authority in meetings with local, state, and national partners, including government agencies, community organizations, and industry stakeholders. This role focuses on building and sustaining strategic partnerships that enhance services and opportunities for residents. The Chief of Staff prepares and delivers presentations, briefings, and reports to a wide range of internal and external audiences.
The Chief of Staff oversees executive communications to ensure messaging is clear, consistent, and aligned with the Authority’s mission and strategic goals. This includes preparing high-level correspondence, reports, and presentations for diverse audiences such as residents, staff, elected officials, HUD, and the broader community. The role promotes transparency and supports effective information flow across the organization.
The Chief of Staff leads and manages high-priority, complex projects on behalf of the Executive Director, coordinating cross-functional teams to ensure timely and successful implementation. This role provides strategic analysis, develops recommendations, and supports the execution of key initiatives that advance organizational priorities and improve overall performance.
The Chief of Staff provides direct supervision and leadership to the Communication Strategist and the Executive Office Administrator, ensuring alignment with the Executive Office’s strategic priorities and the Authority’s mission. In overseeing the Communication Strategist, the Chief of Staff ensures the development and execution of comprehensive communication strategies that promote transparency, strengthen internal and external engagement, support stakeholder relationships, and enhance the Authority’s public image. In supervising the Executive Office Administrator, the Chief of Staff ensures efficient and effective administrative operations that support the Executive Office, with a particular focus on advancing the priorities and day-to-day functions of the Executive Director.

QualificationsWORKING CONDITIONS:
Office environment as well as field environment. Possible exposure to inclement weather, dusty, dirty, noisy, mechanical hazards, noxious fumes, paints and solvents and unsanitary conditions. Stress due to volume, emergencies and time schedules.
QUALIFICATIONS
REQUIRED:
Bachelor Degree and experience in management, especially public housing, or a combination of education and experience including computer skills.  Thorough knowledge of principles and techniques of governmental administration and legislative and administrative source materials; ability to conduct research in complex and varied governmental subjects. Ability to establish and maintain effective working relationships with others.  Ability to comply with Authority attendance policies.   Possess a valid Oklahoma Driver License with an acceptable driving record.
PHYSICAL:
Ability to read and write written correspondence.  Ability to communicate clearly with others by telephone and in person. Physical requirements are evaluated based on the ability to perform, with or without reasonable accommodation, under the ADA.

The Oklahoma City Housing Authority (OCHA) exists to fulfill its mission of providing affordable, decent, safe and sanitary housing or housing assistance with quality environments and opportunities to low or fixed income residents of Oklahoma City.

OCHA has several housing programs that assist in fulfilling our mission. OCHA owns and operates 2,920 Public Housing Apartments that are directly subsidized by HUD. In addition to the Public Housing Program, OCHA administers the Section 8 Housing Choice Voucher Program which is also funded by HUD. Our Housing Choice Voucher Program provides 4,696 vouchers used by low-income families to cover a portion of the monthly rent for privately owned apartments or homes. In total, OCHA provides 7,616 units of low-income assisted housing in all areas of Oklahoma City.
