TechnoServe works with the U.S. Department of Agriculture (USDA) and a range of other public and private donors who share our mission to create economic opportunity in the developing world. A trusted partner under Food for Progress (FFPr), TechnoServe has implemented 11 agreements with the USDA, impacting more than one million beneficiaries.

TechnoServe is seeking a dynamic, strategic, and commercially minded Chief of Party (COP) to lead an anticipated USDA Food for Progress (FFPr) program in Bolivia focused on strengthening the dairy value chain through market-driven, climate-resilient, and inclusive agricultural development approaches. The anticipated 4–5 year program will support sustainable growth in Bolivia’s dairy sector by improving smallholder productivity and profitability, strengthening producer organizations and processor linkages, expanding access to finance and productive services, improving milk quality and value-added processing, and promoting regenerative and resilient livestock systems. The COP will provide overall strategic, technical, operational, and financial leadership for the program and will ensure high-quality implementation aligned with USDA Food for Progress objectives, including agricultural productivity growth, expanded agricultural trade, commercialization, private sector engagement, and sustainable market systems development.

The COP will serve as TechnoServe’s primary representative to USDA, government counterparts, private sector actors, financial institutions, producer organizations, and other key stakeholders, while ensuring strong coordination with regional and local partners. The COP will lead a multidisciplinary team and oversee implementation of complex value chain, access-to-finance, private sector partnership, climate resilience, and market systems interventions designed to deliver measurable and sustainable impact within Bolivia’s dairy sector.

Responsibilities include:

  • Provide overall strategic leadership, technical direction, and vision for the program, ensuring alignment with USDA Food for Progress objectives and Bolivia dairy sector priorities.
  • Drive commercially sustainable and market-led approaches that strengthen relationships between producers, cooperatives, processors, input suppliers, financial institutions, and end markets.
  • Build and maintain strong working relationships with USDA, Bolivian government entities, dairy processors, producer organizations, research institutions, financial institutions, and private sector stakeholders.
  • Oversee day-to-day program management and implementation, ensuring high-quality technical delivery, strong team performance, and achievement of targets in compliance with donor requirements.
  • Continuously develop operational efficiencies and drive innovations in delivery.
  • Oversee development and submission of project deliverables on time and within budget.
  • Recruit, lead, manage, and supervise delivery teams comprising long- and short-term team members and consortium partners.
  • Act as a spokesperson for the program and present its work regionally/globally.

Qualifications:

  • A master’s degree or equivalent in business, international development, economics, public policy, education, agricultural economics, or other relevant field (or a bachelor’s degree with 12+ years of experience).
  • Minimum 8 years of progressively responsible experience managing complex international agricultural development programs, including significant experience in livestock and/or dairy value chains.
  • Demonstrated experience working with agricultural processors, producer organizations, cooperatives, financial institutions, and/or agribusinesses, particularly in the dairy industry.
  • Experience leading and managing large teams with a high level of leadership, interpersonal, technical, and analytical experience, as Team Leader, Chief of Party, or other Program Director level role.
  • Experience working in Latin America, particularly in Bolivia.
  • Demonstrated financial and operational management experience overseeing large and complex project budgets.
  • Experience leading USDA, USAID, or other bilateral-funded projects is highly desirable.
  • Prior work experience or collaboration with private sector companies and businesses.
  • Demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders.
  • Fluency in Spanish and English required
