We are currently seeking qualified candidates for the position ofChief of Party (COP)for the upcoming MCC BelizeTraining and Transitioning to Work Activitywhich seeksto improve the efficiency, inclusivity and effectiveness of systems related to governance, financing and quality assurance of the Technical and Vocational Education and Training (TVET) system This position will be based inBelizeandis contingent upon award. 

Project Description

The Millennium Challenge Corporation (MCC) and the Government of Belize (GOB) havesigneda $125 million, 5-yearCompact thataims to address the binding constraints of low-quality education by equitablyincreasing the number of post-primary graduates with the skills relevant to labor market demands. Under the Compact, an Education Project willinvest in Belize’s secondary education and technical and vocational education training (TVET) sector.

The Chief of Party (COP)is responsible forproviding overall leadership, management oversight, and technical direction for the program, ensuring an integrated visionand implementationacross components and actors, with a focus on achieving the results defined in theaward The COP’sresponsibilitiesincludemanaging the annual work plan and budgeting process; creating,developingand managingan effective project management team; overseeing an effective monitoring and evaluation system; and coordinating activities andpartnersto achieve results.

This individual will be the primary liaison with theMCABelize entity and MCC, key stakeholders, and other implementing partners. TheCOPwill be expected toidentifyissues and risks related to program implementationin a timely mannerandmakeappropriate programadjustments.Theywill supervise activity implementation and ensure activitiesand deliverablesmeet stated goals and reporting requirements. TheCOPwill havedemonstratedabilityto work in complex environments, acrossdifferent cultures, and manage diverse teams to deliver impact.

Job Responsibilities

  • Leads the project teamandoverseesalltechnical and operational aspects of theactivity

  • Ensuresthequality and timeliness of contractual and technicaldeliverables

  • Coordinates andoverseespreparation of the annualquarterlywork plans, budgets, and annualquarterlyprogress reports

  • Plans, directs, and coordinates activities to ensure that goals andobjectivesareaccomplishedwithin prescribedtime frameand funding parameters.

  • Serves as primary liaison between the activity and thelocalMCA Belize entity, MCC,the Government of Belize,otherMCC-funded activities, and otherdonor-fundededucationprojects

  • Establishesproject teams,standard operatingproceduresand systems

  • Recruits and orientsof project staff, ensuring their familiarity withprogramobjectives,policiesand their individual responsibilities

Required Qualifications

  • Bachelor’s degree in education,public administration, international development,orrelatedfield. Master's degree preferred.

  • Minimum10years ofrelatedexperiencein increasingly senior roles At least five years managingTVETeducation programs at a senior level (Project Director,Team Lead,DCOP or COP equivalent)

  • Knowledgeof and experiencewithBelizeantheeducationsystem (in particular, secondary, TVET, and tertiary)andMinistry of Education

  • Relevant managerial and technical experience working with programs that are of a similar scope and scale to this program.

  • Demonstrated ability to work in complex environments, acrossdifferent cultures, and manage diverse teams to deliver impact within agreed timelines

  • Proven ability tomanage productive relationshipswith government stakeholdersand donors

  • Demonstrated knowledge ofMCCand Government of Belizerules, regulations, policies, and procedures as they relate to project and program compliance and reporting

  • Knowledge of and commitment to gender and socialinclusion in education

  • Experience in the education sector inBelizeor the region

  • Oral and written fluencyrequiredinEnglish

The expected hiring salary range for this role is BZD 100,000 - 130,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
