Job Summay
The Chief of Financial Audit Unit is responsible for leading financial audit activities across the institution to ensure the accuracy and integrity of financial reporting, effectiveness of internal controls, compliance with applicable laws and regulations, and adherence to organizational policies and procedures. The role supports good governance by identifying control weaknesses, recommending improvements, and promoting accountability throughout the organization.
Main Responsibilities:
Audit Planning
- Develop and implement the annual financial audit plan using a risk-based audit approach.
- Identify audit priorities based on organizational risks and regulatory requirements.
- Allocate audit assignments and resources effectively.
Financial Audit
- Lead financial audits covering General Ledger, Financial Statements, Cash Management, Treasury Operations, Loan Accounting, Branch Operations, Fixed Assets, Payroll, Procurement, and Tax Compliance.
- Evaluate the accuracy, completeness, and reliability of financial records.
- Ensure compliance with accounting standards and internal financial controls.
- Verify the effectiveness of financial management processes and reporting systems.
Internal Control and Compliance
- Evaluate the effectiveness of internal controls and accounting procedures.
- Assess segregation of duties and authorization controls.
- Verify compliance with National Bank of Cambodia (NBC) regulations, accounting standards, tax regulations, and internal policies.
- Identify control weaknesses and recommend practical improvements.
Audit Reporting
- Prepare comprehensive audit reports with findings, recommendations, and corrective actions.
- Present audit results to the Head of Internal Audit and Management.
- Monitor and follow up on the implementation of agreed audit recommendations.
- Maintain proper audit documentation and working papers.
Fraud Investigation
- Participate in investigations involving suspected fraud, financial misconduct, and irregular transactions.
- Analyze financial records and supporting documentation.
- Assist Management in identifying root causes and recommending preventive measures.
Leadership and Staff Development
- Supervise and mentor Financial Auditors.
- Review audit working papers and ensure audit quality.
- Provide coaching and professional development to audit staff.
- Support continuous improvement of audit methodologies and processes.
- Perform other duties assigned by the Head of Internal Audit.
Main Requirements:
- Bachelor's Degree in Accounting, Finance, Auditing, Banking, or a related field.
- Professional certifications such as CPA, ACCA, CIA, or CISA are preferred.
- Minimum 5 years of experience in Internal Audit, External Audit, Financial Control, or Accounting, with at least 2 years in a supervisory role.
- Experience in the banking, microfinance, financial services, or audit firm industry is preferred.
- Strong knowledge of International Financial Reporting Standards (IFRS), Cambodian Accounting Standards, National Bank of Cambodia (NBC) regulations, and the COSO Internal Control Framework.
- Experience in risk-based auditing, financial statement analysis, internal control evaluation, and fraud investigation.
- Proficiency in Microsoft Excel and audit management software; knowledge of data analytics tools is an advantage.
- Strong analytical, critical thinking, and problem-solving skills.
- High level of integrity, independence, professionalism, and attention to detail.
- Excellent communication, leadership, report writing, and stakeholder management skills.
- Ability to manage multiple audit assignments, meet deadlines, and maintain strict confidentiality.
