As per G.S. 126-5, this position is designated as Exempt Managerial and is not subject to the State Human Resources Act. This position is subject to the State Government Ethics Act. The leading applicant(s) must complete a statement of economic interest, which must be filed and evaluated by the State's Ethics Commission, within 30 days of being employed in this position.

The primary purpose of the position is to serve as the Chief Financial Officer (CFO) for the Department of Justice (DOJ). The CFO is responsible for implementing all financial policies and plans for use by the agency. It is also responsible for the daily management of the accounting and financial systems, including financial reporting, general ledger, accounts payable, accounts receivable, cash management, payroll, grant accounting, fixed asset management, purchasing, internal controls, and other related functions.

This position is charged with the implementation and management of the DOJ Annual Budget, the preparation of the Department’s Annual Comprehensive Financial Report (ACFR), the Statewide Accounts Receivable Report, and the Annual Internal Control Assessment (EAGLE). The CFO is the liaison to the Office of State Controller, Department of State Treasurer, Office of the State Auditor, and Office of State Budget and Management.

This position is also the liaison to the Information Technology Section to plan and oversee all IT projects for the Financial Services Section. It works with Human Resources in recruitment and performance management issues ensuring compliance with policies and procedures, identifying work competencies, performance measures, and other related duties.

This executive level position should have extensive knowledge of public finance and accounting practices, financial information system planning and development matters and possess effective communication and negotiation skills. Position must prepare and analyze complex technical matters involving existing and emerging financial issues and develop recommendations from the analysis. Candidates are expected to develop written documents on complex matters for use by senior internal and external decision makers. Candidates are expected to demonstrate an ability to provide documentation of conclusions and recommendations that are fully supported by factual data and are consistent with DOJ strategic goals. Position work products will have a significant impact on internal policy and operations.

Accounting and business oriented statistics is needed to be able to communicate with state, federal, and local agencies in an effective manner. The candidate must have the ability to plan and organize work, understand and explain laws and regulations, and establish and maintain effective working relationships.

Knowledge Skills and Abilities/Management Preferences

• Excellent skills in Microsoft Office and other relational database programs are desired.
• High levels of accuracy in both the review and preparation of financial reports is required.
• Working knowledge of NCFS and Core Banking is preferred.
• Must be able to plan, organize, and document accounting processes as well as implement reporting application changes.

Minimum Education and Experience

Bachelor’s degree in accounting, business, finance, public administration, or related field from an appropriately accredited institution, and five years of progressive accounting, finance, and/or budgeting experience, which includes two years of supervisory experience; or equivalent combination of education and experience.

Necessary Special Requirement

May require a Certified Public Accountant certification.
