This positionwillhavea hybridschedule,working bothin the office(Salem)and at an alternate location (home) In general, we anticipate this role working from the office at least one day per week. What you will do:
The Chief Financial Officer directs the development, execution, and reporting of DELC’s approximately$1.5billion-dollarbiennial budget andestablishesthe policies, systems, and controls necessary to ensure effective fiscal management and stewardship ofthe agency’spublic resources.
This position leads the Budget and Accounting Services unit, overseeing budget development, accounting, and financial reporting functions, and providing supervision to one subordinate managerwith totaloversightof17 staffmembers Thispositionensures financial operations support the agency’s mission, strategic priorities, and commitment to accountability, equity, and continuous improvement.
The Chief Financial Officerserves as the agency’s primary liaison to the Legislative Fiscal Office, Chief FinancialOffice, and the Governor’s Office on budget and fiscal matters.

What we are looking for (minimum qualifications):
Seven years of supervision, management, or progressively related experience; OR four years of related experience and a bachelor’s degree in a related field.
In addition, we are looking for applicants that have the following Desired Attributes(requested skills)
Senior executive leadership experience in complex organizations, preferably within state government; experience as a Chief Financial Officer, Chief Operating Officer, or equivalent
Demonstrated record of effectively overseeing grants, contracts, and fiscal programs, ensuring compliance, accuracy, and effective delivery.
Proven ability to lead large-scale finance, procurement, or administrative functions, aligning multiple teams and resources to advance organizational strategy and outcomes.
Deep understanding of state budgeting and legislative processes, including fund-type constraints and fiscal accountability requirements; experience with federal funding requirements is also highly valued.
Strong record of collaborative leadership, with the ability to engage diversepartnersand integrate equity, inclusion, and culturally responsive practices into decision-making.
