Summary

This position oversees all aspects of the Finance and Accounting functions of the County; to include providing planning, implementation, managing and running of all the finance activities of the County, including business planning, budgeting, forecasting and negotiations; monitors the preparation of the County budget and the Capital Improvement budget; assists with preparation of fee-in-lieu of tax distributions and other special projects; and deals courteously and effectively with fellow employees and citizens.

ESSENTIAL JOB FUNCTIONS:

  • Works to formulate and implement sound financial policies and practices. This includes working with other department heads and elected officials, County Council and officials of other governments and businesses to meet this function.
  • Provides leadership, direction and management of the finance and accounting team, in addition to having oversight of Real Property, Delinquent Tax, Procurement and Grants.
  • Provides strategic recommendations to the members of the executive management team.
  • Manages the processes for financial forecasting and budgets, and oversees the preparation of all financial reporting
  • Advises on long-term business and financial planning
  • Reviews all formal finance related procedures
  • Evaluates short and long-term strategic financial objectives;
  • Tracks cash flow and conducts financial analysis and planning;
  • Analyzes the County’s financial strengths and weaknesses, proposing corrective actions;
  • Employs cost-benefit analysis to review financial requests, assess program tradeoffs and explore alternative funding methods.
  • Estimates future financial needs and efficiently allocates limited resources
  • Manages processes for financial forecasting, budgets and consolidation and reporting to the County.
  • Ensure that the Finance and Accounting department operate effectively, maintain current and accurate records, produce a quality CAFR and follow current AICPA, GFOA, Federal, State and County policies and procedures.
  • Writes and Manages worksheet for FILOT distribution.
  • Performs other duties as assigned.

Examples of duties

  • Bachelor's Degree in Accounting, Finance or closely related field;
  • Ten (10) years of related accounting/finance experience required;
  • Master’s degree preferred;

Special Requirements:

  • Departmental testing may be administered during interview;
  • A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.
  • This position is considered emergency essential and will be required to report to work during any declared emergency situation.

Knowledge, Skills and Abilities:

  • Skill in using mainframe systems and advanced personal computer systems including Word and Excel.
  • Skill in communication, both oral and written.
  • Skill in the operation of all basic office equipment.
  • Ability to make budget recommendations and manage the budget.
  • Ability to create and guide implementation of plans.

Qualifications

This position requires the employee to sit and use hands to handle, finger or operate objects, tools or controls; reach with hands and arms; use repetitive motion; and talk and hear. The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Supplemental information

The work is regularly performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs. Normal operating hours are Monday through Friday 9:00a.m. – 5:00p.m with the ability to work flexible hours when necessary. Must be able to attend evening County Council meetings and various social functions as requested. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
