Position Type: Full TimeThe CFO working with the President/CEO is responsible for providing financial leadership for the Agency to establish long-range goals, strategies, plans and policies; direct and oversee all the financial activities of the Agency, including financial analysis, preparation of current financial reports and forecasts for future growth, program development and general economic outlook; directs the fiscal functions of the Agency in accordance with generally accepted accounting principles issued by the Financial Accounting Standards Board, other regulatory and advisory organizations and in accordance with financial management principles, guidelines and practices.
Essential Job Functions:
- Plan, develop, organize, implement, direct and evaluate the organization's fiscal function and performance.
- Provide timely and accurate analysis of budgets, financial reports and financial trends in order to assist the CEO/President and the Board and other members of the senior team in performing their responsibilities.
- Enhance and/or develop, implement and enforce policies and procedures to improve the overall operation and effectiveness of the Agency’s financial and information management.
- Coordinate the budget process and develop continual improvement of the budgeting process through education of department directors and supervisors on budgeting and financial issues having an impact on their areas of responsibility.
- Provide strategic financial input and leadership on decision making issues affecting the agency; i.e., evaluation of potential alliances, strategic planning and acquisitions and/or mergers and investments, and by pinpointing opportunities and areas that may be considered for expansion or reorganization.
- Ensure prudent management of the agency’s funds by reviewing and negotiating vendor relationships, optimizing the handling of bank and deposit relationships and initiate appropriate strategies to enhance cash position, develop a reliable cash flow projection
- process and reporting mechanism which includes minimum cash threshold to meet operating needs.
- Advises on the financial perspective on any contracts into which the Agency may enter and be a lead on rate negotiations.
- Directs the timely preparation of all financial reports, including income statements, balance sheets, reports to board members or donors, tax returns and reports for government /state regulatory agencies.
- Oversees accounting departments, budget preparation, payroll operations, state contracts, charitable registration, insurance payments and internal audit functions; meets regularly with program/department heads to keep informed and to offer direction.
- Reviews reports to analyze revenue forecasts against actual figures, budgeted expenses against final totals and suggests methods of improving the planning process as appropriate.
- Supervises investment of funds; works with banks and/or investment bankers to raise additional capital as required; coordinates meetings of the finance and investment committees of the Board.
- Responsible for the Agency’s risk management functions.
- Directly supervises the CIO and is responsible for the overall delivery and performance of the Information Technology department, ensuring competent leadership and staff resources to achieve the IT functions and strategic goals to support high functioning technology systems and support.
- Directly supervises the VP of Facilities and ensures prudent use of resources and both short term and long term space planning taking into consideration future needs, capital investments and safe buildings and spaces. Negotiate leases for all properties.
QualificationsRequired Technical Skills, Experience, Education, and Credentials:
- Master’s degree or equivalent; plus a minimum of ten years related experience and/or training; or equivalent combination of education and experience.
- Certified Public Accountant (CPA) and member in good standing with either the WICPA or AICPA.
- An experienced leader and financial executive with appropriate industry experience, preferably in the non-profit environment.
- Experience in negotiation and contracts.
- Ability to effectively communicate and make compelling presentations on controversial or complex topics.
- Current Wisconsin Driver License, automobile insurance with minimum limits of $50,000/$100,000 bodily injury and $10,000 property damage and access to a personal vehicle

1. This position is office based and constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. The position frequently communicates with agency staff and stakeholders.
2. The position is very dynamic and requires mental endurance, focus and agility sufficient to balance multiple tasks and work a sizable amount of overtime without losing focus or mental acuity.
