Our client is a leading real estate company who is looking for a qualified candidate to join their firm.


1. Key Responsibilities

Strategic Planning and Corporate Management

  • Develop the Company’s medium- and long-term development strategies in alignment with the Group’s overall direction.

  • Prepare annual business plans, investment plans, and workforce development plans.

  • Organize and oversee the implementation of revenue, profit, and operational efficiency targets.

  • Establish the corporate governance framework, delegation mechanisms, operating procedures, and KPI system.

  • Propose solutions to strengthen the Company’s competitiveness in the EPC contracting sector.

EPC Contracting Operations Management

  • Direct the entire project delivery process, covering investment preparation, design, procurement, construction, commissioning, acceptance, and final handover.

  • Coordinate the activities of relevant functional departments to ensure effective and consistent collaboration throughout project implementation.

  • Control project schedules, quality, costs, and risks across the entire project lifecycle.

  • Direct the resolution of technical, contractual, financial, and legal issues arising during project implementation.

  • Ensure that all projects comply with applicable laws, technical standards, and commitments made to project owners.

Energy and Environmental Project Management

  • Directly oversee the implementation of waste-to-energy plant projects and other key energy and environmental projects.

  • Control the selection of technology solutions to ensure their suitability for the specific requirements of each project.

  • Direct coordination with domestic and international technology partners.

  • Ensure that projects meet applicable environmental, emissions, occupational safety, and operational efficiency standards.

  • Monitor, evaluate, and optimize investment costs, operating costs, and operational performance following project completion.

Financial Management and Investment Performance

  • Assume responsibility for the Company’s revenue, profit, and overall financial performance.

  • Approve budgets, cash-flow plans, and capital utilization plans.

  • Control investment costs, operating expenses, and the efficient use of resources.

  • Evaluate the investment performance of EPC projects and propose solutions to improve financial efficiency.

Contract Management and External Relations

  • Represent the Company in dealings with project owners, government authorities, business partners, contractors, and financial institutions.

  • Direct the negotiation, execution, and management of EPC contracts, procurement contracts, construction contracts, and other related agreements.

  • Establish and maintain strategic relationships with domestic and international partners.

  • Represent the Company in external relations activities in accordance with delegated authority or authorization.

Risk Management and Compliance

  • Establish the Company’s internal control and risk management systems.

  • Ensure compliance with applicable laws, the Company’s Charter, the Group’s regulations, and internal procedures.

  • Direct activities relating to occupational safety, fire prevention and firefighting, environmental protection, and quality management.

  • Direct the handling of incidents, disputes, and other risks arising during the Company’s operations.

Human Resources Management

  • Develop an organizational structure and workforce plan appropriate for each stage of the Company’s development.

  • Build and develop the middle-management team, technical experts, and technical workforce.

  • Foster a corporate culture based on professionalism, efficiency, and innovation.

  • Evaluate the performance of the management team through the KPI system.

2. Authority

  • Manage all activities of the Company in accordance with the Company’s Charter and the authority delegated by the Board of Directors and the Group.

  • Make decisions concerning organizational structure, personnel, finance, and business operations within the assigned scope of authority.

  • Sign contracts, documents, and transactions in accordance with applicable regulations or delegated authorization.

  • Issue policies, procedures, and regulations necessary for the Company’s governance and operations.

  • Propose investment plans, capital-raising solutions, organizational structures, and strategic development directions to the Board of Directors and the Group.


Requirements


Education

  • Bachelor’s degree or higher in Construction, Mechanical Engineering, Electrical Engineering, Energy, Environmental Engineering, Construction Economics, or a related discipline.

Experience

  • At least 15 years of experience in construction, energy, environmental services, or infrastructure.

  • At least seven years of experience in a senior executive role, such as Chief Executive Officer, Deputy General Director, or General Director.

  • Direct experience managing large-scale EPC projects.

  • Preference will be given to candidates who have participated in or managed projects involving waste-to-energy plants, biomass power plants, thermal power plants, gas or LNG power plants, cement plants, or waste-treatment facilities.

  • An established network of international technology partners across key Asian and European markets, as well as EPC contractors and engineering design consultants.

  • Proven ability to manage multiple large-scale projects involving numerous stakeholders simultaneously.

Professional Knowledge

  • Strong understanding of the EPC contracting model and project-based corporate governance.

  • In-depth knowledge of EPC and FIDIC contract management.

  • Comprehensive knowledge of regulations and practices relating to construction investment, tendering, schedule management, cost management, and project management.

  • Sound understanding of legal requirements governing investment, construction, environmental protection, occupational safety, and corporate governance.

  • Knowledge of waste-treatment technologies, power-generation technologies, and clean-energy solutions is an advantage.
