FLSA STATUS: Non-exempt - Overtime pursuant to Human Resources and Labor Relations Policy

EMPLOYMENT RELATIONSHIP: Just cause subject to probationary period

CURRENT HOURS AND STARTING TIME: Full-time (37.5 hours per week) position. The starting time for this position is currently 8:00 a.m.

GENERAL SUMMARY:

Under direction, supervises elections held within Macomb County to ensure accuracy and compliance with county, state,and federal election requirements. Acts as a resource for all county,stateand federal primary, general,and special elections. Notifies local election officials of legal election procedures anddeterminesif changes in state laws affect existing election procedures. Coordinates the County Voter File Registration program. Prepares department budgets including Election Commission, Board of Canvassers,and Apportionment Commission budgets. Oversees the training of election workers,maintainsrecords of campaign financial statements, andassistsin drafting legislationregardingchanges in election procedures. Supervises the work activities of assigned staff including interviewing, scheduling,andtraining as needed.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Supervises the preparation, ordering, printing,and distribution of ballots, notices,and related election materials.

Provides technical and emergencyassistanceto local elections officials concerning the operation and/orutilizationof voting elections systems.

Coordinates the County Voter File Registration program that provides for the establishment and maintenance of a statewide voter registration and election management system.

Reviewscurrent practices, recommends changes, develops procedures,anddeterminesadjustments to ensure compliance with legislation.

Ensures proper maintenance of records related to election procedures and related activitiesin accordance withstate and local requirements, such as filing for state and county elections, election documentation,and financial records.

Notifies each city and township clerk within Macomb County of election dates, names of candidates,and offices to be elected, and any changes in election laws and procedures received from the State Director of Elections.

Monitors state statutes for any changes in election legislation involving procedural changes to ensure legal and efficient processing of elections and to recommend local improvements in registrations, canvassing, filing, voting, recounts, and reporting of elections

Coordinates the certification of election results by the Macomb County Board of Canvassers and sends results to the Secretary of Statein accordance withfederal and state election procedures.

Confers with the County Clerk/Register of Deedsregardingdivisional material and staff needs based on workload, election related expenditures,and pending legislation changes.

Determinesexpenses to be charged and collected from precincts in the county for services performed by the County Board of Canvassers in canvasses and recounts of county elections

Receives and certifies recall andnominatespetitions for county candidates and precinct delegates todetermineif candidates are eligible to be placed on the ballot.

Ensures candidatePoliticalAction andBallotQuestionCommitteecompliance with Michigan’s Campaign Finance Act. Conducts campaign financetrainingfor candidate, political action,and ballot question committees.

Prepares reports and documents related to elections activity for the County Election Commission.

Coordinates School District Election Coordinating Committee meetings of local clerks, school districts,andthecounty clerk.

Overtime, including evening, weekend, and holidays, will berequiredduring pre-election, election day, and election canvassing periods.

Operates an automobile to perform assigned job functions

Performsrelated duties as assigned.

QUALIFICATIONS

Required Education and Experience

  • Bachelor’s degree from an accredited college or university in Business Administration, PublicAdministrationor related field

  • Three (3)yearsof election administration experience

  • Michigan Law Enforcement Information Network (LEIN)certification upon hire

Required Licenses or Certifications

  • Commissioned by the State of Michigan as a Notary Public withinsix (6) months from date of hire

  • Michigan Bureau of Elections Clerk Accreditation within twelve (12) months of employment

  • Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel
