ABOUT THE ROLE

Ngala is a well-known Western Australian not for profit that supports children and families. We are entering into an exciting period of growth and transformation, and we are seeking a Chief Community & Early Learning Officer.

The Chief Community & Early Learning Officer (CCELO) is a key member of the Ngala Executive Leadership Team, reporting directly to the Chief Executive Officer. This role leads Ngala’s community based and early learning programs across metropolitan and regional WA. With a focus on innovation, inclusion, and impact, the CCELO ensures delivery of high-quality early learning, parenting, and community development programs in alignment with Ngala’s strategic vision. This role brings together education, family support, and place-based leadership to enhance outcomes for children and families.

DUTIES

Responsibilities include but are not limited to:

1. Provide executive leadership for Ngala’s community-based and early learning services across metropolitan and regional Western Australia, ensuring alignment with organisational strategy, values, and impact priorities.
2. Lead the strategic design, delivery, and continuous improvement of integrated early learning, parenting, and community development programs that enhance outcomes for children and families.
3. Ensure high-quality, evidence-informed, and compliant practice across all services, including oversight of regulatory frameworks, quality standards, and continuous improvement systems.
4. Build and sustain a capable, inclusive, and values led workforce through strong leadership development, workforce planning, and staff wellbeing initiatives
5. Champion culturally safe, inclusive, and equitable service delivery, including executive oversight of Aboriginal engagement, the Reconciliation Action Plan, and broader diversity strategies.
6. Foster strong community partnerships and place-based approaches that reflect local strengths, needs, and aspirations.
7. Represent Ngala as a sector leader in early years, education, and community wellbeing through advocacy, partnerships, and thought leadership.
8. Provide financial and operational stewardship of the portfolio, ensuring effective resource allocation, risk management, and accountability for outcomes.
9. Contribute as a senior member of the Executive Leadership Team, supporting organisational performance, culture, and strategic decision-making.

ABOUT YOU

As the successful candidate, you will have:

• Minimum 7 years’ senior leadership experience in community service, family service and / or early childhood or delivery.
• Strong understanding of community service delivery and place-based models
• Experience of contemporary parenting programs
• Demonstrated capacity to lead large, multidisciplinary teams across multiple sites.
• Experience working in or with regional and remote teams
• Knowledge and understanding of Aboriginal and Torres Strait Islander cultures, multicultural issues and experience in delivering culturally safe services.
• Strategic mindset with a focus on integration, inclusion, and innovation.
• Familiarity with collective impact or community-led approaches to service design and delivery.

ROLE REQUIREMENTS

• Able to work across other Ngala sites, as required
• Possession of a current National police clearance
• Possession of a Working with Children Check
• Possession of a current WA driver's licence
