Performs highly advanced strategic and tactical direction and senior-level administrative support for the County Clerk and department staff in the effective development and attainment of the department’s goals and objectives. Ensures training, evaluation, and professional development of department employees. Handles difficult administrative, operational, and public service matters.
Researches, develops, recommends, and analyzes positions, proposals, policies, procedures, and programs for the County Clerk or for presentation by the County Clerk.
Coordinates and assists with local, state, and federal governmental agencies and private entities regarding County Clerk-related programs, services, records, and projects.
Develops and provides general information regarding the County Clerk’s Office and its policies and procedures; requires knowledge and understanding of the Texas Open Meetings Act and Texas Public Information Act.
Supervises County Clerk’s Office staff and ensures effective and efficient delivery of services to the public.
Monitors and analyzes public concerns and develops and recommends appropriate responses, programs, and procedures.
Interviews, evaluates, and recommends job applicants.
Secures and provides critical information to the County Clerk for Commissioners Court proceedings and other official matters.
Represents the County Clerk before various groups, agencies, and forums. As directed, researches, addresses, and resolves internal, external, and intergovernmental inquiries, problems, and complaints.
Researches and composes correspondence, reports, presentations, policies, and other documents on behalf of the County Clerk; makes presentations as required.
Oversees, analyzes, advises, and assists the County Clerk regarding the administration, maintenance, preservation, and accessibility of County records and documents.
Assists the County Clerk in developing, implementing, and maintaining policies and procedures related to records management, public records, document processing, and customer service.
Assists the County Clerk in ensuring compliance with applicable federal and State of Texas laws, regulations, and County policies.
Develops and administers inter-local contracts and agreements with other governmental entities; ensures compliance with applicable policies and laws.
Develops and administers the County Clerk’s budget.
Maintains an understanding of existing and new State and Federal laws and regulations, particularly those pertaining to County Clerk operations, records management, personnel, purchasing, public information, and other applicable County operations.
May manage the daily operations of the County Clerk’s Office and assigned projects by delegating and reviewing the management and delivery of services and resources.
Manages the development, implementation, and oversight of applicable programs and projects.
Monitors departmental resources to ensure compliance with operating budgets, project budgets, applicable policies, and laws.
Performs related work as assigned.
Bachelor’s degree in government, public administration, business administration, management, law, records management, or other related field.
Four (4) years of related experience.
May require applicable professional certifications.
Must have a current valid Texas motor vehicle operator’s license.
Must be able to be insured by the County’s insurance carrier.
Ability to read, interpret, and apply documents such as laws, regulations, policies, procedures, operating instructions, and manuals.
Ability to complete reports and respond to routine and complex correspondence.
Ability to apply common-sense understanding and direct staff through written, oral, and electronic communication.
Ability to supervise and communicate effectively with staff, elected officials, governmental agencies, and the public.
Ability to deal with problems involving multiple variables and exercise sound judgment.
Must have experience in office administration or related work.
Must have knowledge of computers, spreadsheets, databases, and electronic records systems.
Must have previous supervisory experience.
General knowledge of city, County, and State government is required.
Ability to assist the public in person, by telephone, and through electronic communication.
Must have strong writing, organizational, and communication skills.
Ability to work effectively with vendors, department employees, elected officials, department heads, attorneys, governmental agencies, and members of the public.
Ability to exercise discretion and independent judgment in compliance with County policies and applicable laws.
Must have knowledge of applicable State of Texas laws and regulations relating to County Clerk operations, records, public information, and other governmental requirements.
Understanding of budgeting, planning, purchasing, and departmental resource management.
Bilingual (Spanish and English), with the ability to converse fluently in both languages, preferred.
