Job Description

Role Purpose

The Chief Accountant supports TAC's Finance Director by managing the day-to-day financial operations and accounting functions, ensuring accurate financial records, timely reporting, and compliance with accounting standards, tax legislation, and company policies. The role provides strategic financial direction to the business, operational financial control of the business, and strategic direction to the Finance Department.

Key Responsibilities

1. Accounting Operations & General Ledger Control

  • Oversee and ensure the accurate, timely booking of all daily financial transactions, with proper cost-center allocation and strict alignment with the Chart of Accounts.
  • Own the end-to-end Accounts Payable (A/P) vendor payment cycle, verifying that contractor invoices, supplier bills, and utility expenses are matched against purchase orders (POs) and physical progress sign-offs before processing payments.
  • Manage early-stage Accounts Receivable (A/R) and cash matching, including shareholder funding drawdowns and initial site-rental fees, ensuring incoming funds are matched and cleared against outstanding receivables daily.
  • Perform and review daily bank reconciliations across all corporate, operational, and escrow accounts to maintain a real-time, accurate picture of available liquidity.
  • Maintain the absolute accuracy and integrity of the general ledger and all supporting sub-ledgers, ensuring no backlog of unposted or unvouched items accumulates.
  • 2. Financial Reporting & External Audit

    • Prepare timely and accurate monthly, quarterly, and annual statutory and IFRS financial statements.
    • Serve as the primary point of contact for external auditors regarding accounting practices, financial disclosures, and audit trails.
    • 3. Fixed Asset & Capital Projects Management

      • Establish the Fixed Asset Register (FAR) for accounting and tax purposes, ensuring proper capitalization of construction-in-progress (CIP) costs, borrowing costs, and land development under IFRS and the National Accounting Standards of Uzbekistan.
      • Work closely with the project cost controller to audit, verify, and account for EPC contractor invoices, variation orders, and retention payments.
      • 4. Tax Compliance & Customs

        • Prepare and submit all required tax returns and declarations (VAT, CIT, withholding taxes, etc.) in accordance with local legislation.
        • Ensure strict compliance with customs regulations regarding heavily imported equipment and materials.
        • Serve as the primary point of contact for tax authorities during tax audits and inspections.
        • 5. Chart of Accounts, Accounting Policies & Financial Procedures

          • Develop the company's accounting policies, financial procedures, and chart of accounts compliant with both IFRS and the National Accounting Standards of Uzbekistan.
          • 6. Internal Controls in Accounting

            • Design and implement a rigorous internal control framework in the accounting function, including month-end closing checklists, bank reconciliations, and strict invoice verification workflows.
            • 7. ERP / Finance System Selection & Implementation

              • Support the preparation of functional requirements for the company's new ERP/finance system.
              • Participate in the evaluation of ERP system proposals to ensure they effectively handle complex airport accounting needs, such as multi-currency transactions and automated depreciation.
              • Lead the design of the system's accounting data structure, oversee user acceptance testing (UAT) for the finance modules, and manage the migration of historical pre-operating financial data into the new platform.
              • 8. Finance Strategy & Financial Planning

                • In conjunction with the Finance Director, support the preparation and delivery of TAC's annual budget and financial forecasts.
                • Key Performance Metrics (indicative)

                  • Vendor invoices matched to purchase orders and accounted for within 3 business days (5 business days for EPC invoices); vendor payments made in accordance with contractual terms.
                  • Client invoices issued within 24 hours of the triggering event; A/R and A/P balances periodically reconciled with respective counterparties.
                  • Major operational and escrow bank accounts reconciled daily (minor accounts weekly); fewer than 2% of monthly journal entries require subsequent correction.
                  • Monthly and quarterly IFRS financial statements (P&L, Balance Sheet, Cash Flow) available no later than the 10th day of the following month.
                  • Audited annual financial statements under IFRS and Uzbekistan national accounting standards prepared in accordance with legal and contractual deadlines, achieving unqualified audit opinions.
                  • Fixed asset registers accurate and up to date; CAPEX WIP reconciled monthly; EPC costs accounted for timely and accurately.
                  • Full compliance with statutory tax deadlines, with no major penalties resulting from tax audits or inspections.
                  • Chart of accounts, key accounting policies, and financial procedures prepared and approved within 3 months of appointment.
                  • Financial workflows, checklists, and reconciliation templates prepared within 3 months of appointment.
                  • ERP/Finance system deployed within 6–12 months from commencement of operations.
                  • Annual budget submitted to the Finance Director on time; monthly forecasts issued within 5 working days of month end.
                  • Candidate Profile

                    Qualifications & Certifications

                    • Degree qualified in Finance, Accountancy, or Business.
                    • Professional accounting qualification highly preferred (ACA, ACCA, CPA, CIMA, or DipIFR).
                    • Experience

                      • Minimum 10 years of relevant work experience in Finance or Accounting.
                      • Minimum 3 years of combined work experience in a supervisory or managerial capacity.
                      • Experience within large-scale infrastructure, construction, or capital projects environments preferred.
                      • Experience with IFRS reporting, ERP/finance systems, and fixed asset/capital project accounting.
                      • Competencies

                          • Strong leadership skills with experience building and developing an accounting team.
                          • Credible partner able to work effectively with the Finance Director, auditors, regulators, and shareholders.
                          • Fluent English, Russian, and Uzbek required.

                            • Financial statements and statutory filings delivered accurately and on schedule, with no material misstatements.
                            • Statutory and external audits completed on time with unqualified audit opinions.
                            • Internal controls, accounting policies, and ERP/finance systems implemented and operating effectively as the organization scales.
                            • Tax compliance maintained with no unresolved findings from local tax authorities.
