Chemical Regulatory Manager – Korea and Japan Region

Ensure compliance with chemical product safety regulations for all HP supplies — ink, toner, and 3D — across the Asia-Pacific and Japan (APJ) region. The candidate will be a key member of a global team responsible for compliance in all countries where HP markets and sells its products.
The role supports new and existing products and ensures continued compliance with evolving requirements, particularly in Korea, Japan, and Singapore. It requires close monitoring of regulatory changes and of its impact on product formulations and market access.
Key responsibilities:
- Own chemical regulatory compliance for HP’s products in the APJ region, with primary focus on: Korea — K-REACH, the Chemicals Control Act (K-CCA), the Consumer Chemical Products and Biocides Safety Act (K-BPR) and the Occupational Safety and Health Act (K-OSHA); Japan — the Industrial Safety and Health Act (ISHA) and associated chemical notification requirements; and the chemical safety and hazardous substances regulations applicable in Singapore.
- Detect & Assess, Advocate and Monitor
- Identify and prioritize new and revised chemical regulations in the APJ region that may impact HP’s products, assessing affected formulations and components.
- Monitor authorities, trade associations, standards bodies and NGOs across the region, contributing to regulatory roadmaps and translating regulatory analysis into actionable requirements for the implementation teams.
- Collaborate with outside regulatory consultants, trade associations, and competent authorities to advocate for workable regulatory outcomes.
- Evaluate product impacts & Define response plans
- Determine the full extent of regulatory actions by assessing formulation and component specifics across HP, drawing on an understanding of HP’s organization, supply chain, manufacturing partners, and distribution and sales network.
- Work with the Toxicologists, Hazard Communication, Stewardship, Business and R&D teams to assess the business implications of regulatory issues and develop compliance options and response plans that balance customer, business, and legal requirements.
- Develop & Implement, Track
- Track formulation changes over time with HP’s internal partners, joining cross-functional teams to develop and implement compliance solutions when new requirements arise.
- Partner on design and supplier actions and support the certification, validation and testing needed to substantiate compliance in the region.
- File, Disclose, Report & Sustain
- Devise and deploy efficient processes to meet regulatory formula and quantity reporting requirements (e.g., chemical notifications, registrations, import and tonnage reporting), making optimal use of HP resources.
- Manage compliance audits and market surveillance, support resolution of incidences, and sustain compliance for products on the market.
- Contribute to process improvement, including digital tools and AI-driven approaches.
Requirements:
- Bachelor’s degree in Chemistry, Chemical Engineering, Toxicology, or Regulatory Management (Master’s preferred).
- 3–8 years of experience in chemical regulatory compliance or product stewardship.
- Strong knowledge of Asian chemical regulations, particularly Korea (K-REACH, K-CCA, K-BPR, K-OSHA), Japan (ISHA), and Singapore.
- Understanding of global frameworks such as REACH-type registration schemes and GHS.
Desired skills and traits:
- Strong ability to translate regulations into business actions.
- Strong program and project management capabilities.
- Excellent communication skills;
- Fluent English and Korean are a must. Japanese is highly desirable
- Ability to work across regions, cultures, and time zones.
- Self-motivated and proactive; experience with digitalization and/or AI tools is desirable.
- Takes ownership of outcomes.
- Customer-first mindset.
