The Company

We operate national and provincial lotteries in partnership with 3500 retail partners, provide the games, technology & oversight to 37 brick & mortar casinos, and operate a safe secure and 100% legal online gambling presence PlayNow.com. In our recently completed fiscal year, BCLC generated a record $1.4 billion in net income to the Province of B.C. to support First Nations, host local governments, health care, education and community programs across the province.
The Change & Release Coordinator 3 develops, implements, and continuously improves BCLC’s Change & Release Management practices. The role establishes and communicates change and release processes, roles and responsibilities, policies, standards, and procedures to support effective governance, production readiness, and policy compliance. As a subject matter expert, the Change & Release Coordinator 3 provides advice and guidance to internal and external stakeholders, including agile, project, product, and cross-functional teams, to enable the safe, timely, and well-coordinated implementation of changes and releases.
KEY ACCOUNTABILITIES
Develops and maintains release plans and calendars, and supports teams in applying consistent release planning and tracking practices to enable the coordinated implementation of changes and releases into the production environment.
Maintains and improves change and release governance practices, standards, and controls to support compliance, consistency, and service reliability.
Ensures changes and releases are production-ready prior to implementation and that risks, impacts, dependencies, backout plans, and stakeholder communications are appropriately identified and managed.
Partners with technical teams, project teams, and business stakeholders to identify process gaps, resolve coordination issues, and improve readiness for complex or high-risk changes and releases.
Works closely with internal and external stakeholders to coordinate releases, including scheduling, dependency management, and cross-team readiness.
Leads the development and continuous improvement of BCLC’s change and release management policies, processes, templates, and supporting practices.
Develops and maintains change models, including standard and pre-authorized changes, to support consistent governance and efficient flow of lower-risk work.
Ensures changes are appropriately assessed, documented, approved, scheduled, and reviewed using a risk-based approach, and addresses process non-compliance through follow-up and remediation where required
Facilitates cross-functional governance forums such as the Change Advisory Board (CAB), with a focus on complex, high-risk, or emergency changes requiring enterprise visibility, coordination, or decision support.
Provides leadership, guidance, and advisory support to staff and stakeholders on change and release practices, including process adherence, stakeholder engagement, and balancing delivery speed with operational risk
Supports teams in applying Change & Release Management practices within their delivery models while maintaining enterprise visibility, consistency, and appropriate control for higher-risk or cross-team changes and releases.
Uses reporting, metrics, and trend analysis to identify improvement opportunities and support better decision-making for change success, release performance, and service stability.
Acts as a delegate for their leader as required
QUALIFICATIONS
EDUCATION & EXPERIENCE
A Bachelor’s degree in a related discipline;
4 to 6 years of relevant experience in a related field;
ITIL V4 Foundation or higher certification; related Service Management or Change Enablement certifications are an asset.
Experience applying ITIL practices in Change Enablement, Release Management, Deployment coordination, or related IT Service Management disciplines.
Experience working in agile, product-based, project, or DevOps-enabled delivery environments.
KNOWLEDGE & TECHNICAL SKILLS
Advanced knowledge of change governance, risk management, production readiness, and service reliability principles.
Strong knowledge of software delivery lifecycle practices, including agile delivery, release planning, deployment coordination, and operational readiness.
Strong knowledge of audit, control, and evidence requirements related to Change & Release Management, including the ability to support auditors and provide appropriate, relevant, and complete evidence.
Extensive expertise in Change & Release Management practices.
Extensive experience assessing and resolving complex coordination, dependency, readiness, and scheduling issues spanning multiple teams and technologies.
Advanced technical writing and documentation skills, including the ability to develop procedures, standards, reports, and stakeholder communications.
Experience using IT Service Management and workflow tools to manage change, release, scheduling, approvals, and reporting.
Strong ability to use data, metrics, and process insights to identify trends, support decisions, and improve change and release outcomes.
