Job Description

The Change Management Specialist will support the Veterans Health Administration (VHA) Integrated Veteran Care (IVC) Veteran Family Member Programs (VFMP) Modernization Portfolio by planning, coordinating, and executing organizational change management (OCM) activities supporting enterprise modernization and operational transformation initiatives.

This role supports modernization efforts involving healthcare claims processing, eligibility modernization, appeals modernization, Electronic Data Interchange (EDI), workflow automation, intake modernization, systems implementation, operational transformation, and workforce adoption initiatives. The Change Management Specialist will help ensure modernization initiatives are effectively communicated, adopted, and sustained across VFMP operational teams and stakeholders.

The Change Management Specialist will collaborate closely with Government leadership, project managers, SMEs, operational stakeholders, technical teams, trainers, and contractor personnel to support workforce readiness, stakeholder engagement, communication planning, training coordination, and adoption activities aligned with VFMP modernization objectives.

This position requires strong organizational change management capabilities, communication skills, stakeholder engagement experience, and the ability to support complex operational transformation initiatives within a Federal healthcare environment.

Primary Responsibilities

Organizational Change Management Planning

  • Develop and implement organizational change management strategies supporting VFMP modernization initiatives.
  • Support development and execution of:
    • Communications Plans
    • Stakeholder Engagement Plans
    • Resistance Management Plans
    • Sponsor Roadmaps
    • Workforce Readiness Plans
    • Change Adoption Strategies
    • Training Coordination Plans
  • Ensure change management activities align with VFMP modernization goals, project timelines, and governance requirements.
  • Assist in integrating change management activities into project implementation schedules and modernization plans.

Communications & Stakeholder Engagement

  • Develop communication materials supporting modernization initiatives and operational transformation activities.
  • Coordinate communication efforts with Government leadership, project teams, and operational stakeholders.
  • Create messaging, announcements, presentations, briefings, and awareness materials for internal and external stakeholders.
  • Facilitate stakeholder engagement meetings, workshops, and communication sessions.
  • Support leadership communications related to operational changes, modernization impacts, and workforce readiness activities.
  • Assist with identifying stakeholder concerns, resistance points, and adoption risks.

Workforce Readiness & Adoption Support

  • Support workforce readiness activities associated with modernization implementations and operational process changes.
  • Coordinate organizational adoption activities for new systems, workflows, automation tools, and operational processes.
  • Collaborate with training teams to ensure workforce training aligns with modernization initiatives and operational requirements.
  • Support user adoption tracking and workforce engagement activities.
  • Assist operational teams during transition and implementation periods.
  • Support post-implementation stabilization and adoption assessments.

Training Coordination Support

  • Coordinate training schedules, communications, and workforce participation activities.
  • Assist with development and review of training materials, job aids, user guides, and communication artifacts.
  • Support training delivery planning for operational and technical modernization initiatives.
  • Track training completion metrics and workforce participation.
  • Coordinate feedback collection and training effectiveness assessments.

Organizational Assessments & Continuous Improvement

  • Conduct stakeholder assessments, readiness evaluations, and change impact analyses.
  • Identify organizational risks, barriers, and workforce impacts associated with modernization initiatives.
  • Assist with development of mitigation strategies and adoption improvement recommendations.
  • Conduct after-action reviews and lessons learned sessions.
  • Support continuous improvement initiatives related to change management and workforce adoption.
  • Track and report organizational readiness and adoption metrics.

Documentation & Reporting

  • Develop and maintain:
    • Change Management Plans
    • Communication Artifacts
    • Stakeholder Analysis Documents
    • Readiness Assessments
    • Adoption Metrics
    • Training Coordination Trackers
    • After-Action Review Summaries
    • Status Reports and Executive Briefings
  • Ensure documentation is organized, accurate, and aligned with VFMP modernization governance standards.
  • Prepare executive-level reports and presentations supporting modernization leadership.

Collaboration & Stakeholder Coordination

  • Work collaboratively with:
    • Government leadership
    • Project Managers
    • Program Analysts
    • SMEs
    • Trainers
    • Technical teams
    • Operational stakeholders
  • Participate in modernization planning sessions, implementation reviews, governance meetings, and operational discussions.
  • Support cross-functional coordination efforts supporting modernization delivery and organizational adoption.

Minimum Qualifications

Education

Bachelor’s degree in:

  • Organizational Development
  • Business Administration
  • Communications
  • Healthcare Administration
  • Public Administration
  • Human Resources
  • Organizational Leadership
  • Or related field

Equivalent professional experience may be considered where appropriate.

Required Experience

  • Minimum three (3) years of experience supporting organizational change management, workforce transformation, communications, or operational transition initiatives.
  • Experience supporting technology implementations, modernization initiatives, or business transformation efforts.
  • Experience developing communication plans, stakeholder engagement strategies, or adoption materials.
  • Experience supporting workforce readiness and organizational adoption activities.
  • Experience coordinating training, communications, or implementation support activities.
