The Global Data Organisation serves as the first line of defense in securing robust data chains, working in close collaboration with all functions, business lines, and countries across the Bank.

The Global Chief Data Office (CDO) plays a pivotal role in this mission. As a central organizational unit, the CDO partners with stakeholders across the enterprise to enable frictionless customer journeys, support ESG-driven innovation, and deliver data products that enhance decision-making. With increasing regulatory expectations around data governance, data quality, AI governance, data protection, and control execution, the CDO continues to strengthen its global design and transformation capabilities to ensure data remains both a strategic asset and a safeguarded resource.

The opportunity

The Global Data Management team is responsible for building ING’s design capability and establishing its global mandate over data frameworks, controls, and implementation requirements. The team defines, maintains, and continuously improves global standards for Data Governance, Data Quality, Data Protection, AI and Data Ethics, ensuring consistent application across the Bank and alignment with regulatory expectations and ING’s business objectives.

To realize this, ING is moving toward a leaner global data management function with stronger functional ties to countries, domains, and central delivery teams. This requires professionals who can do more than write standards: they must translate policy into implementation, mobilize stakeholders, drive structured execution, monitor progress, and help resolve bottlenecks across a complex international landscape.

As Change Expert in the Global Data Management team, you will help turn global policy and control objectives into operational reality. You will support the design and rollout of work instructions, templates, implementation approaches, role clarifications, dashboards, and governance routines that help countries and functions embed Global Data Management requirements in a practical and scalable way. You will work across a broad agenda that includes data governance, data ownership, metadata, quality monitoring, issue remediation, AI/data governance, and alignment of control responsibilities across the Bank.

This is a role for a structured and execution-focused change professional who can operate comfortably between strategy and implementation: someone who can gather the right stakeholders, shape clarity where ambiguity exists, create tangible deliverables, track progress, and keep momentum in complex change environments.

Your responsibilities

As Change Expert – Global Data Management, you are responsible for:

  • Translate Global Data Management standards and policy intent into practical implementation packages, including work instructions, templates, process designs, role descriptions, and execution guidance for countries and functions.
  • Support the rollout of global data management capabilities by coordinating gap analyses, implementation plans, scoping decisions, and remediation follow-up across entities and domains.
  • Drive cross-functional stakeholder alignment on governance topics such as data ownership, control responsibilities, metadata, data quality monitoring, AI/data governance, and related role clarity.
  • Prepare and maintain high-quality materials for management decision-making, including status updates, implementation overviews, issue papers, presentations, and executive-ready summaries.
  • Establish and maintain progress monitoring through dashboards, metrics, milestones, and evidence packs, ensuring transparency on implementation status, risks, and dependencies.
  • Support governance forums, workshops, and community calls by structuring agendas, clarifying decisions, preparing materials, and documenting outcomes and follow-up actions.
  • Identify delivery bottlenecks, unresolved dependencies, and execution ambiguity early, and actively coordinate actions and escalations to keep implementation on track.
  • Contribute to audit-ready and regulator-ready documentation by ensuring that implementation choices, rationale, and progress are clearly documented and traceable.
  • Partner with central and local stakeholders to simplify complex governance requirements into workable solutions that are both compliant and fit for scale.
  • Help strengthen ING’s data management operating model by supporting structured, scalable, and repeatable ways of working across the Bank.
  • Implement governance tooling for global consumption.

Your competencies

We are looking for a proactive and structured change professional who combines delivery discipline with strong stakeholder engagement. You simplify complexity, create clarity where roles or requirements are not yet fully defined, and translate strategic objectives into tangible outputs that teams can execute. You are comfortable operating across governance, implementation, and change coordination, and you bring the persistence needed to move work forward in a matrixed environment.

  • Master’s or Bachelor’s degree in Business, Data, Governance, Risk, Operations, or a related discipline.
  • Demonstrated experience in change delivery, governance implementation, operations excellence, portfolio/program support, or management consultancy in a complex environment.
  • Strong project and stakeholder management skills, with the ability to work effectively across countries, functions, and seniority levels.
  • Proven ability to scope ambiguous topics, collect the right input, structure next steps, and convert discussion into clear deliverables and execution plans.
  • Strong written and verbal communication skills in English, with the ability to prepare concise, executive-ready documentation and presentations.
  • Experience with maturity assessments, gap analyses, progress tracking, dashboards, Power BI, or similar monitoring approaches is a strong plus.
  • Strong affinity with governance, control implementation, process design, and continuous improvement.
  • Able to simplify complex solutions and processes and explain them clearly to different audiences.
  • Execution bias, ownership, and follow-through; comfortable with ambiguity and able to drive work forward without waiting for perfect conditions.
  • Multicultural mindset, collaborative working style, and ability to build trust across business and technology teams.
