POSITION PURPOSE SUMMARY:

The Community Services Director is a key leader in the mission of The Salvation Army Kingston Citadel, responsible for overseeing a broad range of programs that support the practical and spiritual needs of the community. Rooted in the values of faith, dignity, service, and hope, the Director ensures that all programs reflect the holistic mission of The Salvation Army—addressing body, mind, and spirit. This role supports the Corps Mission Board and Ministry Leaders team in integrating the ministries of the church and community services, strengthening the shared vision, ‘Revealing the Kingdom of God for the good of Kingston.”

The Director manages day-to-day operations, program development, finance, property, human resources, internal and community partnerships, and compliance—while intentionally fostering connections between community services and the worshiping life of the Corps. All activities are carried out in a manner consistent with The Salvation Army’s denominational identity, theological commitments, and obligations under Ontario employment law.

ACCOUNTABILITIES:

Spiritual Integration and Mission Alignment

  • Ensure that all programs and services reflect The Salvation Army’s Christian identity and commitment to holistic care, with sensitivity to clients’ personal beliefs and backgrounds.
  • Collaborate with Corps Officers and ministry leaders to design opportunities for spiritual reflection, prayer support, and pastoral care within CS programs, while maintaining respectful, voluntary participation.
  • Encourage CS clients, volunteers, and staff to engage with church programs, community meals, and other ministries where they may experience Christian community and care.
  • Provide leadership in helping CS staff understand the scriptural and missional foundations of The Salvation Army’s work; support staff formation in mission-aligned service.
  • Strengthen the integration between the Corps and CS through shared events, aligned planning, and regular communication.
  • Support Christian calendar observances (e.g., Advent, Lent, Easter, Thanksgiving) through thematic programming and reflective content where appropriate with the support of the corps Mission board and Ministry Leaders Team
  • Foster a welcoming and inclusive culture where individuals are invited—but never pressured—to explore spiritual growth and connection.

Program and Service Leadership

  • Provide oversight and leadership to all CFS programs, ensuring they are mission-driven, innovative, responsive to community needs, and fully compliant with Salvation Army policies, legal standards, and funder expectations.
  • Lead strategic planning and program development in consultation with Corps Officers and the Mission Board.
  • Promote client transformation through trauma-informed, strength-based, and faith-informed service models.
  • Partner with Corps leadership to research, design, and implement innovative community programs that address local needs, foster spiritual growth, and create meaningful opportunities for discipleship and personal transformation.
  • Lead with a focus on change management, team development, and staff engagement to foster a culture of service excellence, adaptability, and mission-driven collaboration.
  • Implement processes for evaluation, feedback, and continuous improvement.
  • Build and maintain strong relationships with community partners and other service providers.
  • Represent the ministry unit with professionalism and spiritual integrity in public and inter-agency settings.
  • Monitor and ensure consistency in case management systems and practices as required; Provide direct client care and/or intake services as needed.

Supervision

  • Provide spiritual and professional leadership to staff and volunteers, modeling Christ-centered service and ethical conduct.
  • Supervise and develop program staff, including hiring, onboarding, evaluation, training, discipline, and team-building.
  • Cultivate a healthy, respectful, and spiritually-informed team culture.
  • Create pathways for spiritual development among staff and volunteers (e.g., prayer gatherings, reflection spaces, mission devotionals) while respecting individual beliefs.
  • Provide ongoing, consistent caching, performance feedback, and manage the evaluation of employees under their supervision.
  • Ensure compliance with HR legislation and organizational policy, including health and safety, privacy, and anti-discrimination policies.
  • Respond to workplace issues with discernment, transparency, and fairness.
  • Actively foster the sharing of knowledge, skills, and best practices across Community Services and Kingston Corps ministries to strengthen collaboration and mission impact.
  • Respond to incident reports, staff concerns, and client complaints with care and professionalism, consulting with Divisional Human Relations and Corps Officers as appropriate to ensure timely and effective resolution.

Financial and Administration Oversight

  • Oversee the Community Services budget in compliance with operating and administrative guidelines, ensuring fiscal accountability and financial transparency. This includes authorizing transactions and conducting a monthly review of the variance report with the Corps Officers to monitor spending and inform decision-making.
  • Collaborate with Divisional and Territorial leaders to secure funding, meet financial reporting standards, and negotiate contract renewals, while actively pursuing new funding opportunities to enhance program delivery.
  • Oversee facilities and equipment, ensuring safe and appropriate use for both staff and community.
  • In collaboration with the Corps Officers and Ministry Leaders’ team, develop and implement efficient systems and structures that streamline administrative processes, allowing staff to prioritize client interactions and service delivery.
  • Provide regular reports to the Mission Board and Divisional Headquarters on program outcomes, finances, and community impact.
  • Offer guidance, advice, and support to the management and supervisory team on program and business matters, ensuring excellence through program evaluation, outcome assessments, external consultation, and commitment to continuous improvement and ethical standards.

Policies, Procedures and Best Practices

  • Develop and maintain internal guidelines that align with The Salvation Army’s national standards, funder requirements, provincial legislation, and best practices, ensuring all practices adhere to safety, effectiveness, and faith-consistent principles.
  • Regularly review programs and services to ensure compliance, effectiveness, and alignment with The Salvation Army’s mission and policies.
  • Lead and prepare for all necessary audits, inspections, and risk assessments to uphold program quality and safety, ensuring that all departments are ready for accreditation and compliance with all relevant regulations.
  • Incorporate spiritual care practices within relevant policy frameworks, ensuring faith principles are embedded in operational procedures.
  • Ensure all areas of property used by Community Services (CS) are inspected and maintained in compliance with applicable legislation; collaborate with the Divisional Secretary for Business Administration (DSBA) to prepare property proposals for presentation to the appropriate boards.
  • Develop, implement, and regularly review Ministry Unit (MU) policies and procedures to achieve compliance with Salvation Army guidelines, applicable federal and provincial legislation, and legal requirements, consult with the Area Commander and Divisional personnel as needed.

Health and Safety

  • Understand and work in compliance with the Ontario Health and Safety Act (OHSA) and Regulations, adhere to The Salvation Army’s health and safety policies and procedures.
  • Ensure that all prescribed OHSA measures and procedures are carried out in the workplace, taking every reasonable precaution for the protection of workers and the workplace environment.
  • Identify and implement effective risk management practices to ensure workplace safety, minimize liability, and uphold the reputation of The Salvation Army and Ministry Units.
  • Ensure that equipment, materials, and protective devices, as prescribed by OHSA, are provided, maintained in good condition, and used appropriately by staff.
  • Ensure that proper procedures are followed in the event of a workplace injury or illness and lead incident investigations as applicable to prevent recurrence.
  • Perform other duties as required.

FINANCIAL AND MATERIAL MANAGEMENT:
• Minor material responsibilities.
• Regular responsibility for minor financial matters and for wise use of own resources.
• May be authorized to handle a credit card or cash (e.g., program donations, fundraisers).
• Some input to annual budget or revenue projections.
• Maintain the department annual budget in collaboration with the Senior Leader.

WORKING CONDITIONS:
• Working environment is typically in the office setting in generally agreeable conditions.
• Some requirements to work outside or in a variety of locations may apply to some roles.
• Ability to lift up to 20 pounds.
• May be required to deal with challenging behaviors and verbal abuse.
• Driving to various communities and ministry units (valid driver’s license required).
• Willingness to work evenings and weekends to meet program needs.
• Flexibility in work schedule is required based on programming schedules.

EDUCATION AND EXPEREINCE REQUIREMENTS:
• Willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.
• Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures.
• Ability to provide an original copy of a Background Check that is satisfactory to The Salvation Army, in its sole discretion, is required, including Child Check (if appropriate).
• Alternative combination of education and experience may be considered.


Education, Qualifications and Certifications:

  • Bachelor’s degree in social work, Theology, Public Administration, or a related field; Master’s degree is an asset
  • Crisis Intervention, Trauma-Informed Practice, or Pastoral Care training preferred
  • First Aid/CPR required (or willingness to obtain)
  • Valid Ontario Class “G” driver’s license with access to a personal vehicle and proof of valid insurance


Experience and Knowledge:

  • Minimum 5 years of leadership experience in a nonprofit, church, or community service context
  • Strong understanding of the intersection between social service and spiritual care
  • Knowledge of local poverty issues, social determinants of health, and community development
  • Familiarity with The Salvation Army’s history, theology, and global mission is preferred
  • Experience in supervising and managing staff, including handling Human Resources, budgeting, and property management responsibilities
  • Experience with planning and managing community development initiatives, particularly those involving multiple organizations in the nonprofit sector
  • Strong computer skills and experience using Microsoft Office Suite.
  • Understanding for individuals of diverse social and cultural backgrounds.

  • Background & Screening: Ability and willingness to undergo applicable background checks and screenings, including the Salvation Army Abuse Registry and Vulnerable Sector Screening, to ensure suitability for working with vulnerable populations.

Compensation:

The target hiring range for this position is $62,166.00 to $77,688.00 with a maximum of $93,249.00.

Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
